Chapter 1 General Provisions Article 1 In order to cultivate and practice the core socialist values, carry forward the traditional virtues of the Chinese nation, advocate civilized behavior, control uncivilized behavior, and promote the progress of social civilization, in accordance with the Constitution and relevant laws and regulations , combined with the actual situation of Luzhou City, this regulation is formulated. Article 2 These Regulations shall apply to the promotion of civilized behavior within the administrative area of ??Luzhou City. Article 3: The promotion of civilized behavior adheres to the principles of combining the rule of law with the rule of virtue, combining advocacy with governance, and combining rewards with punishment, and builds a working mechanism of party committee leadership, government promotion, social collaboration, and public participation. Article 4: Municipal and county (district) spiritual civilization construction committees shall uniformly lead the promotion of civilized behavior within their respective administrative regions and study and solve relevant major issues.

The offices of municipal and county (district) spiritual civilization construction committees are specifically responsible for planning and implementation, guidance and coordination, inspection and assessment, and evaluation and notification of civilized behavior promotion work, and organizing and carrying out daily work such as publicity, public opinion supervision, and rewards and praises. Article 5 The municipal, county (district) people's governments shall incorporate the promotion of civilized behavior into the national economic and social development plan and annual work plan, and the required funds shall be included in the budget at the same level.

Relevant departments of municipal and county (district) people's governments and management agencies of free trade pilot zones, parks, etc. established in accordance with the law shall do a good job in promoting civilized behavior in accordance with their respective responsibilities. Article 6 Township (town) people's governments and sub-district offices shall do a good job in promoting civilized behavior within their respective jurisdictions.

Village (resident) committees, owners committees, industry associations, and public place management units should strengthen publicity and guidance and assist in promoting civilized behavior. Article 7: Any unit and citizen has the right to put forward opinions and suggestions on the promotion of civilized behavior, to discourage, report and complain about uncivilized behavior, and to report and accuse the failure to perform or incorrectly perform the duties of promoting civilized behavior. Article 8: Praise and reward units and citizens who have made outstanding contributions in promoting civilized behavior. Chapter 2 Government Promotion Article 9 Municipal and county (district) people's governments shall establish and improve the target responsibility system and evaluation system for the promotion of civilized behavior, clarify the division of tasks, refine department responsibilities and evaluation methods, and ensure that all reward and punishment measures are implemented in place . Article 10 Municipal and county (district) people's governments and their work departments and management agencies of free trade pilot zones, parks, etc. shall, in accordance with the state's requirements for the construction of a law-based government, simplify service procedures, optimize government services, improve civilized law enforcement mechanisms, and adopt Lead by example and promote civilized behavior. Article 11 The municipal and county (district) people's governments shall, in accordance with the standards of national civilized cities and national sanitary cities, scientifically plan, rationally layout, and build and improve the following facilities:

(1) Roads, bridges and transportation Traffic facilities such as signs and markings;

(2) Municipal facilities such as crosswalks, overpasses, underground passages, green lighting and parking lots (spaces);

(3) Blind roads and ramps , toilets, parking spaces for disabled people and elevators and other barrier-free facilities;

(4) Living facilities such as shopping malls, supermarkets, farmers’ markets and bazaars;

(5) Sanitation facilities such as public toilets, garbage storage and transportation, and sewage collection and treatment; (6) Public cultural facilities such as stadiums (venues), libraries, and theaters;

< p>(7) Parks, squares and other leisure and entertainment facilities;

(8) Administrative divisions, physical geography, residential areas, streets, buildings and house numbers and other place name sign facilities;

(9) Advertisement boards, bulletin boards and other advertising facilities;

(10) Other facilities related to the promotion of civilized behavior.

Relevant departments and business management units shall strengthen the daily maintenance and management of the facilities in the preceding paragraph to ensure that the facilities are intact, in normal use, neat, orderly, and clean. Article 12 The municipal and county (district) people's governments shall strengthen patriotic education bases such as the Taiping Ferry Exhibition Hall of the Red Army's Fourth Crossing of Chishui River, the former site of the Shixiangzi Conference, the former site of the Lushun Uprising - Longtuguan, and the trench sites of the National Defense War, etc. Construction, management and use of national defense education bases and revolutionary memorial facilities, and organizing various themed education activities. Article 13: Municipal, county (district) people's governments shall establish guarantee and incentive mechanisms for civilized behaviors such as volunteer service, charity, medical donation, and courageous acts of justice, and implement relevant preferential treatment measures in accordance with the law.

Article 14 The Municipal People's Government shall strengthen smoking control, formulate specific implementation measures for tobacco control, and make provisions for the demarcation of tobacco control sites, tobacco control measures, supervision and management, etc. Article 15 The Municipal People's Government shall strengthen its leadership over dog breeding management, establish an overall coordination mechanism, formulate dog breeding management measures, and improve supporting systems such as dog registration, immune quarantine, outdoor management of dogs, and shelter and disposal.

County (district) people’s governments should set up shelters for stray dogs based on local actual conditions.

Encourage and support qualified social organizations and citizens to set up dog shelters in accordance with the law. Article 16 The municipal, county (district) people's governments and their relevant departments shall open channels, announce to the public the methods and channels for reporting and complaining, and accept complaints and reporting on uncivilized behavior.

Relevant departments should verify and handle the case in accordance with the law, promptly inform the complainant and whistleblower of the handling results, and keep them confidential.
