Immediately start the emergency plan for sudden geological disasters in Yuanyang County, quickly organize the evacuation of people in dangerous areas, and fully take effective disaster prevention and mitigation measures.

Responsibilities: Responsible for organizing the evacuation of the affected people, on-site emergency rescue and disaster relief. The member units of the county emergency rescue headquarters for sudden geological disasters shall, according to their respective responsibilities in the Emergency Plan for Sudden Geological Disasters in Yuanyang County, provide necessary relief materials, equipment, funds and other safeguard measures for emergency rescue work to ensure the smooth progress of emergency rescue work; The electric power department is responsible for repairing and restoring power supply facilities as soon as possible to ensure the power supply in the disaster area.

(5) Medical treatment group

Five, the implementation steps of emergency plan drills

(1) Preparations for emergency plan drills

Meeting contents:

(1) The leaders of the county people's government made a speech, informing the purpose, significance, standard requirements and tasks of relevant departments of the geological disaster emergency rescue and disaster relief plan exercise.

(2) Discuss the related issues of the implementation of the emergency plan drill plan.

2. The number and items of professional teams and participating units that need to be prepared before the drill.

(1) county people's armed forces department and militia emergency detachment ***20 people. Responsible for preparing camouflage uniforms, pickaxes, shovels, steel drills and other equipment required by other participating units.

(2) 30 county public security and traffic police. Responsible for public security and traffic management warning signs.

(3) 8 people in the county health bureau. Be responsible for preparing 120 emergency vehicles, emergency equipment, health and epidemic prevention, and exercise the equipment for examination and treatment of the wounded.

(4) 2 people in the county civil affairs bureau. Responsible for filling in and preparing relevant forms and cards for disaster relief, sympathy materials and resettlement of victims.

(5) There are 3 people in Yuanyang Primary School. Responsible for the organization, publicity and start-up before the exercise.

(6) 2 people from the county education bureau. Responsible for the organization and mobilization of the participating students.

(7) There are 2 county telecom companies. Responsible for on-site communication support.

(8) County Meteorological Bureau 1 person, county power supply company 1 person, county water supply company 1 person, county water conservancy bureau 1 person, county safety supervision bureau 1 person, county environmental protection bureau 1 person, and prepare corresponding equipment according to their respective work functions.

(9) Xinjie Town cadres 15 people. Responsible for mobilizing villagers in the exercise area and convening mass meetings before the exercise.

(10) 250 people participated in the performance, including 250 teachers and students from Yuanyang Primary School. Xinjie Town Government, Yuanyang No.1 Primary School and County Land and Resources Bureau are responsible for organizing and implementing good personnel.

3. Preparation for emergency plan drills

(1) the comprehensive liaison group is fully responsible for the coordination and planning of various preparatory work.

(2) The traffic safety management team is familiar with the disaster risk of Xia Jie street community landslide and the relevant situation of dangerous areas, formulate traffic control and safety measures in disaster areas, solve related problems, and prepare warning signs to block road traffic and prohibit entry into dangerous areas.

(3) The disaster and danger investigation and monitoring group is familiar with the geographical environment and landslide situation of Xia Jie community, set monitoring signs and make monitoring records.

(4) The emergency rescue team and logistics support team are familiar with the geographical environment and landslides in Xia Jie community, pay attention to the evacuation routes of the masses, the temporary resettlement sites for the victims (teachers and students) and the temporary places set up by the health rescue center, and do a good job in emergency rescue and material reserve transportation and related equipment and transportation.

(5) The medical and health team should be familiar with the situation of temporary resettlement sites for victims, prepare ambulances and related ambulance medical equipment, and ensure emergency rescue and disaster relief or emergency drills.

(6) Xinjie Town Government organized an emergency rescue team composed of grassroots militia in Xinjie Town, with 20 people dressed for training and drills.

(7) County Land and Resources Bureau, County Education Bureau, Xinjie Town Government and related Xinjie Town Police Station should do a good job in emergency evacuation.

(2) Working procedures of the exercise

At 8: 50, the leaders of Honghe Prefecture People's Government announced the beginning of the geological disaster emergency drill of Xiajie Village Committee in Xinjie Town, Yuanyang County.

At 9 o'clock, the person in charge of Xiajiejie Community reported to Xinjie Town People's Government: "Due to the continuous rainstorm last night, groups 3, 4 and 6 of Xiajiejie Community were in serious danger. Simple monitoring shows that the crack between the landslide body and the trailing edge is widened, and there is a possibility of landslide. "

At 9: 05, the main party and government leaders and related personnel in Xinjie Town rushed to the scene and found that the danger was getting worse. They immediately ordered the start of the emergency plan for geological disasters in Xinjie Town and set up a temporary headquarters in Xinjie Town Animal Husbandry and Veterinary Station. All member units quickly concentrated to the headquarters and reported to the office of the county leading group for prevention and control of geological disasters. (Mayor Wang Jianfu reported to Zhou Zhu, deputy director of the Bureau of Land and Resources that the staff in the town had assembled at the town animal husbandry and veterinary station before 9: 0010 to set up a temporary headquarters. )

At 9: 0010, after receiving the report, the office of the leading group for prevention and control of geological disasters in the county immediately ordered Xinjie Land Branch to send an emergency team to the scene to carry out investigation, carry out danger assessment and emergency treatment, set up a simple checkpoint, and report to the county people's government and the commander and deputy commander of the county geological emergency rescue headquarters respectively. (Deputy Director Zhou Zhu of the Bureau of Land and Resources, while reporting to Director Gao Rongkui, led the personnel into the drill site for investigation. After receiving the report, Director Gao Rongkui reported to Bai, the deputy county magistrate. )

At 9: 0015, the commander received a report from the county land and resources bureau that "the landslide activity in Xiajie community has increased, and the width has increased to 0.2 meters. The landslide is in a state of impending landslide, so it is suggested to start the Emergency Plan for Sudden Geological Disasters in Yuanyang County and order it to start and rush to the site.

After receiving the notice, each member unit organized personnel to rush to the scene, enter the warehouse of the former Grain Bureau of Xinjie Town, and report to the headquarters (the special vehicle sounded an alarm on the way). (After Deputy County Magistrate Bai gave the order, he led Director Gao Rongkui and Deputy Director Mao into the temporary headquarters of the drill. After 3 minutes, all member units will gather at the headquarters and report for duty. The order of reporting is: 1. Xinjie Town; 2. Public Security Bureau; 3. Civil Affairs Bureau; 4. Health Bureau; 5. Fire brigade; 6. Education Bureau; 7. Meteorological Bureau; 8. Power supply bureau; 9. Water supply company; 10. Safety Supervision Bureau; 1 1. At 9: 25, Xinjie Town Geological Disaster Emergency Temporary Command and County Meteorological Bureau reported the weather situation; Xinjie Town Government reported the preliminary work; The county land and resources bureau reported the development trend of the disaster and suggested that people should be evacuated.

At 9: 30, the headquarters issued an order:

The traffic security management team blocked roads entering dangerous areas, set up warning lines, and ensured that no one except rescue and relief personnel could enter dangerous areas. At the same time, public security patrols were carried out to ensure the safety of disaster areas. (The traffic security management team shall report to the headquarters after completing the road leading to the dangerous area, road blockade and warning before 10:00. )

Emergency rescue teams use all kinds of equipment to inform people, teachers and students in dangerous areas to move safely and orderly according to evacuation routes. At the same time, organize emergency rescue teams to enter hidden danger areas to assist the masses, teachers and students to evacuate. During the rescue process, those unwilling to evacuate were forcibly taken away (1 person), and the injured were evacuated (2 persons). (The emergency rescue team should complete the evacuation of the masses, teachers and students before 9:45, and report to the headquarters. )

The disaster investigation and monitoring team continues to track the disaster situation and reports to the headquarters every five minutes.

The medical and health team should complete the setting of temporary first aid points before 9:40, and report the emergency treatment and transfer of the wounded and sick to the headquarters.

At 9: 50, the logistics support team reported to the headquarters that the masses, teachers and students had been basically resettled and relief materials had been put in place one after another.

10:00, report of disaster investigation and monitoring group: According to the monitoring group, the landslide changes tend to be stable, so it is suggested to hold a headquarters meeting to study lifting the police blockade.

10:05, the headquarters held a meeting and issued an order to lift the road blockade and police force. The disaster investigation and monitoring team will continue to monitor and report the situation in a timely manner; The rehabilitation team is responsible for identifying dangerous houses, proposing plans for the relocation and reconstruction of victims, and reporting them to the government for approval and implementation.

10: 10, the leaders of the headquarters went to the temporary resettlement sites of the victims to visit the masses and evacuate the teachers and students.
