When will the Regulations on Letters and Visits come into effect?

The Regulations on Petition Work was promulgated by the Central Committee of the Communist Party of China and the State Council on February 25th, 2022, and came into force on May 1 2022.

The Regulations on Letters and Visits is the first internal party regulation that comprehensively regulates letters and visits. Focus on the top-level design of the system and mechanism, responsibilities and tasks, handling procedures and supervision system for doing a good job in letters and visits in the new era, and stipulate the overall requirements, work system and work pattern, handling procedures and supervision system for letters and visits in the new era. The regulations on letters and visits are applicable to party organs, people's congresses, administrative organs, CPPCC organs, supervisory organs, judicial organs, procuratorial organs, mass organizations and state-owned enterprises and institutions at all levels to carry out letters and visits. Citizens, legal persons or other organizations report the situation to the above-mentioned organs and units at all levels through letters and visits, and put forward suggestions, opinions or complaints.
