The Institutional Functions of Loudi Public Security Bureau

(a) to implement the national guidelines, policies, laws and regulations on public security work, and to guide, supervise and inspect the public security work in the whole city.

(two) to grasp the situation that affects stability and endangers domestic security and social order, analyze the situation and formulate countermeasures; Prevent and deal with the illegal and criminal activities of cults and illegal religious organizations.

(three) to organize and guide the detection of all kinds of cases in the city, and to be responsible for organizing the detection of criminal cases endangering national security, major criminal cases (incidents), foreign-related criminal cases and cases assigned by superiors; Responsible for organizing the detection of major economic cases and tax-related cases within the city; Responsible for organizing the detection of major cases (events) across counties and cities, and coordinating the handling of related major cases and events.

(four) to organize, guide and supervise the city's public security organs to strengthen social security management, and investigate and deal with acts that endanger social security order according to law; To guide, participate in and undertake influential major public security cases and cross-county public security cases; Responsible for 1 10 receiving police, organizing social patrols and riot prevention in urban areas, and coordinating the handling of public security accidents and riots; Organize, guide and supervise the management of firearms, ammunition, dangerous explosives, special industries and public places according to law.

(five) to guide and supervise the city's public security organs in the security work of state organs, social organizations, enterprises and institutions and key construction projects, as well as the public security prevention work of mass public security prevention organizations.

(six) to manage the household registration, identity card, nationality and entry and exit affairs according to law, and to be responsible for the relevant management of foreigners, overseas Chinese and compatriots from Hong Kong, Macao and Taiwan staying and traveling in China; Organize and coordinate the investigation and handling of foreign-related cases.

(seven) to manage the city's road traffic safety according to law and maintain traffic order; Responsible for the management of motor vehicles and drivers; Responsible for handling rural traffic accidents in Loudi City and Louxing District, guiding and participating in the investigation of major traffic accidents in the city.

(eight) to guide and supervise the city's fire control work.

(nine) to manage the safety supervision of the city's public information network according to law, and to crack down on illegal crimes of information network.

(ten) to guide and supervise the city's public security organs to supervise and inspect criminals sentenced to public surveillance, criminal detention or parole according to law; To guide and supervise the management of detention centers, detention centers, asylum education centers and compulsory isolation drug rehabilitation centers by public security organs in the city; Manage municipal supervision places.

(eleven) responsible for the examination and approval of reeducation through labor in the city, and undertake the daily work of the reeducation through labor management committee of Loudi Municipal People's government.

(twelve) the organization and implementation of party and state leaders, important foreign guests and important meetings and activities in the building.

(thirteen) to organize, guide and supervise the public security organs in the city to carry out drug control work; Organize the detection of serious drug trafficking cases across counties and cities; Undertake the daily work of the office of Loudi Narcotics Control Committee.

(fourteen) to organize, guide and coordinate the prevention and investigation of terrorist activities.

(fifteen) the implementation of leadership and command of the municipal armed police detachment to perform public security tasks and related business construction.

(sixteen) to guide the city's forest public security work.

(seventeen) to organize the implementation of public security science and technology, and to plan the construction of public security information technology, criminal technology, network security technology, mobile technology and command system.

(eighteen) to guide the planning, reporting, distribution and management of public security organs in the city; Responsible for reporting the allocation plan of public security business funds and special funds, and supervising and managing their use.

(nineteen) responsible for and guiding the construction of the city's public security team and ideological and political work; Organize, manage and supervise the training, education, rewards and punishments, preferential treatment and public security publicity of public security organs; Responsible for the management of police ranks in the city; Manage cadres according to the prescribed authority.

(twenty) to formulate rules and regulations for the supervision and management of the city's public security team, and to organize and guide the supervision of the city's public security organs; Supervise cadres according to the prescribed authority; Guide, supervise and inspect the law enforcement activities of public security organs in the city; Investigate or supervise major cases of violation of law and discipline by public security forces.

(twenty-one) to undertake other tasks assigned by the Municipal People's government and the public security organs at higher levels.
