Aiming at the outstanding problems in Sinopec's safety management, it provides the right medicine and precise treatment, and makes provisions item by item, which provides a system for enterprises to implement the main responsibility of safety and strengthen process safety management.

The Safety Management Manual comprehensively sorts out and refines the safety concept of China Petrochemical Company:

Years of safety practice tell us that safety production must be treated from the source, and we put forward that "safety comes from design, safety comes from management and safety comes from responsibility".

following the objective laws of safety management, we put forward the responsibility concepts of "who is responsible for the business, who is responsible for the territory, who is responsible for the post" and "duty-free, dereliction of duty and accountability".

employees' safety awareness and skills are fundamental to safety work. We require that "employees must receive safety training before taking up their posts, and they will not take up their posts if they fail the training".

in terms of drawing lessons from accidents and investigating accident responsibilities, we put forward that "all accidents can be prevented and all accidents can be traced back to management reasons".

According to the requirements of identifying major risks, eliminating major hidden dangers and preventing major accidents, comprehensively carry out major safety risk identification and control, and conduct key investigations on offshore oil and gas production platforms, high-sulfur oil and gas fields, key refining units, oil depots, seabed and oil pipelines crossing important rivers (rivers), and list major safety risks. At present, 14 enterprises have completed the first round of major safety risks list, and * * * identified 117 major safety risks that may lead to mass casualties, major fires and explosions and serious social impacts.

for major safety risks, we require to evaluate them item by item, formulate prevention and control measures item by item and implement the responsible person, and evaluate the remaining risks according to the formulated risk control measures until the risk level is reduced to ensure that the risks are under control.

fourth, comprehensively push forward the tough battle of remediation of hidden dangers in oil and gas pipelines

If hidden dangers are not removed, there will be no peace in the factory. The "11_22" oil pipeline leakage and explosion in 213 had a bad social impact, which also sounded the safety alarm for us. It is urgent to rectify hidden dangers of oil and gas pipelines.

according to the unified deployment of the State Council, in December, 214, China Petrochemical launched a tough battle to rectify hidden dangers of oil and gas pipelines. Group companies have held on-site office meetings for many times, and adopted various methods such as regular notification, listing supervision, interview supervision and on-site coordination to urge relevant enterprises to speed up the rectification progress. Up to now, 17,793 hidden dangers of 18,117 oil and gas pipelines have been rectified, with a completion rate of 98.21%. The essential safety level of oil and gas pipelines has been significantly improved.

V. Strengthening the safety supervision of high-risk operations in an all-round way

Special operations such as hot work, high-altitude operations, confined space operations, and lifting and hoisting have always been high-risk areas in petroleum and petrochemical enterprises, accounting for about 9% of the total accidents. In order to improve and strengthen the safety supervision of high-risk operations, we have taken the following three measures:

First, comprehensively revise the safety management system for special operations. The newly revised "7+1" special operation safety management system fully embodies the principle that whoever is in charge is responsible, whose business is responsible, and whose territory is responsible, and defines and consolidates the main responsibilities of professional functional departments and territorial units. The new system further sinks the focus of management, reduces the number of countersigning units horizontally, compresses the level of examination and approval vertically, and solves the problems of continuously lengthening the countersigning process, sharing the responsibility of safety management equally, and endorsing the safety responsibility of on-site operations by multi-level leaders.

the second is to set up a safety supervision brigade to supervise the safety of the site. The 14 production and construction enterprises affiliated to the Group Company have set up safety supervision teams. The inspection team has the power to stop work, punish and reward, conduct full coverage and all-weather safety inspection on the production, operation and construction site of the enterprise, report the inspection situation every week, and conduct special analysis on the inspection every month, which promotes the improvement of the on-site management level.

thirdly, video surveillance is fully implemented. According to the requirements of full coverage of video surveillance in production site and operation link, the construction of video surveillance system will be comprehensively promoted. Actively equipped with mobile video monitoring equipment, the whole process of monitoring high-risk operation links and inspection and maintenance sites, giving full play to the warning function of "electronic eyes", and resolutely countering the "three violations" and "low old and bad" behaviors on the site, and achieved good results.

VI. Comprehensively promote the safety diagnosis of all employees

In order to fully mobilize the enthusiasm of the employees to do a good job in safety production, we will carry out the safety diagnosis of all employees throughout the company from 215. Millions of employees are based on their posts, and comprehensively investigate the unsafe behaviors of people around them, the unsafe state of things and management defects.
