The Fifth Plenary Session of the 16th CPC Central Committee proposed that building a new socialist countryside is an important historical task in the process of China's modernization. 4. Management democracy is the requirement of promoting rural political construction. Nowadays, villagers' autonomy is the most typical practice. China's democracy starts at the grassroots level.
