Regulations of Qingdao Municipality on Commending and Protecting Courageous Citizens

article 1 these regulations are formulated in accordance with the relevant provisions of the state and the actual situation of this municipality for the purpose of promoting healthy trends, maintaining social order and encouraging citizens to be courageous. Article 2 "Courageous deeds" as mentioned in these Regulations refers to the lawful acts of citizens to fight against all kinds of illegal and criminal acts, eliminate public security disasters or take other measures to protect and rescue the legitimate rights and interests of the state, collectives and individuals from infringement.

the public security disasters mentioned in these regulations refer to disaster events that cause personal injury or property loss due to acts violating the regulations on public security management. Article 3 These Regulations shall apply to citizens with permanent residence in this Municipality who are courageous.

citizens who do not have permanent residence in this Municipality are brave in the administrative area of this Municipality and citizens who have made outstanding achievements in emergency rescue and disaster relief shall be commended and protected with reference to the relevant provisions of these Regulations.

according to the provisions of national laws and regulations, these regulations are not applicable to the behavior of personnel with specific responsibilities when performing their duties. Article 4 If a citizen commits one of the following acts, the Municipal People's Government may award him the title of "Qingdao Courageous Citizen":

(1) Having the courage to fight against and stop illegal and criminal acts with outstanding deeds;

(2) When the legitimate rights and interests of the state, collectives and individuals are infringed, they have made outstanding achievements in protecting or rescuing them from or mitigating losses;

(3) assisting the public security, judicial organs and other security departments in pursuing fugitives or criminal suspects, and making great contributions;

(4) exposing, exposing or providing clues to the public security, judicial organs and security departments, and assisting in cracking extraordinarily serious cases, which has made great contributions;

(5) having made outstanding contributions to eliminating public security disasters;

(6) Other courageous acts with outstanding performance. Article 5 Citizens who have been awarded the title of "Qingdao Courageous Citizen" by the Municipal People's Government shall be awarded honorary certificates and one-time awards; With the approval of the relevant departments, those who have permanent residence in this city can enjoy relevant treatment according to the following provisions:

(1) Those who are waiting for jobs or are unemployed will be given priority in posts or employment;

(2) those who are now agricultural population will be treated as peasants;

(3) those who are studying will be taken care of when they are assigned for further studies and graduation;

(4) The servicemen who are currently in active service shall be given priority in resettlement when they change jobs or are demobilized.

if a citizen has a courageous act and fails to meet the conditions for awarding the title of "Qingdao courageous citizen", the district (city) people's government and relevant departments can give corresponding commendation and rewards. Article 6 The municipal and district (city) people's governments shall set up courageous reward funds respectively.

the courageous reward fund shall be managed and supervised by the departments designated by the municipal and district (city) people's governments in accordance with the regulations, and the fund shall be used exclusively. Article 7 Citizens who are courageous should be commended and rewarded, and the relevant units, sub-district offices or township people's governments should collect and sort out their heroic deeds, which should be reported to the people's government at the same level for approval after being examined and verified by the district (city) comprehensive management of social security, and commended and rewarded by the district (city) people's government or relevant departments; Is should be awarded the title of "Qingdao courageous citizens", after review by the municipal public security comprehensive management institutions, reported to the Municipal People's government for approval, by the Municipal People's government to give recognition and reward. Article 8 Commending and rewarding courageous citizens shall be conducted in public. If the person to be commended or rewarded requests confidentiality or the relevant departments think it should be kept confidential, it may not be conducted in public.

The relevant departments should take effective measures to protect the courageous citizens and their relatives who need protection.

Anyone who retaliates against a courageous citizen and his relatives shall be dealt with severely according to law. Article 9 Citizens who have died because of their courageous deeds and meet the requirements of revolutionary martyrs shall be submitted for approval as revolutionary martyrs in accordance with the Regulations on Commending Revolutionary Martyrs. Approved as a revolutionary martyr, their families enjoy the treatment of martyrs. Article 1. For citizens who are injured because of their courageous deeds, the on-the-job personnel shall be handled by their units in accordance with the relevant provisions on work-related injuries; Retired personnel shall be handled by the labor and personnel departments in accordance with the relevant provisions of the work-related injuries; Personnel without a work unit may refer to the disabled revolutionary servicemen to assess the level of disability, and the civil affairs department shall be responsible for the disability assessment procedures.

Persons with disability rating can enjoy pension benefits for disabled militia and migrant workers who participated in the war; After the injury and disability, there is still a certain ability to work, and there is no work unit. The civil affairs department will work with the personnel and labor departments according to local conditions. Life can not take care of themselves, no one to take care of the family, by the civil affairs department to social welfare institutions to support or foster, the financial burden. Article 11. All medical units shall actively rescue and treat citizens who are injured because of their courageous deeds, and shall not shirk or delay treatment. The commitment of medical expenses, if there is a work unit, shall be handled in accordance with the relevant provisions of work-related injuries; If there is no work unit, it will be supported by the medical unit and the financial department will allocate it according to the facts. Twelfth relevant departments and units shall properly arrange the work and life of the family members who are injured, disabled or sacrificed citizens because of their courageous deeds.

if a citizen dies and becomes disabled because of his courageous deeds, and his family life is lower than the local average level, the civil affairs department will give him relief.
