Giving full play to the people's courts' participation, promotion, standardization and guarantee in grass-roots social governance is of great significance for innovating social governance, building a safe Hubei, building a grass-roots social governance system, and boosting rural revitalization. Eight, the people's court shall, in combination with the trial work, take various forms to provide decision-making reference for grassroots social governance in the jurisdiction; In view of the universal or prominent problems found in the trial involving social security and stability, special reports or judicial suggestions can be submitted to the government and relevant units in the jurisdiction according to procedures. Nine, provinces, cities (autonomous prefectures) and counties (cities, districts) should incorporate the people's courts' participation in grassroots social governance into the social governance system, establish and improve the institutional mechanisms for people's courts' participation in grassroots social governance, and formulate and improve relevant policies and measures.

Eleven, the people's courts at all levels in the province should improve the organization, leadership, supervision and guidance mechanism of the people's courts; In accordance with statutory duties, coordinate trial work and participate in grassroots social governance according to law, optimize the layout of people's courts, be good at transforming the performance of trial functions according to law into promoting the efficiency of grassroots social governance, and innovate ways and means to serve and guarantee grassroots social governance; Adhere to the sinking of judicial resources such as people's property, increase the infrastructure and informatization construction of people's courts, strengthen the construction of people's courts, improve the vocational training system, implement vocational security measures, and continuously improve the ability and level of people's courts to participate in grassroots social governance.

The people's courts at all levels in the province shall establish a system of regular rotation and up-and-down exchange of judges in the people's courts, and regard the work experience of the people's courts as an important reference for the priority promotion of judges under the same conditions; Give full play to the advantages of Hubei's legal talents, promote relevant professionals to work in the people's courts, and build the people's courts into practical bases for cultivating outstanding young talents under the rule of law.
