1. Highlight the key points and promote the construction of transportation infrastructure beyond the norm.

(1) Accelerate the construction of expressways. Continue the construction of Wangdong Yangtze River Highway Bridge, Yue-Wu Expressway and other projects under construction. Ensure the start of new projects such as the Second Wuhu Yangtze River Highway Bridge, the Chi Yangtze River Highway Bridge, the Lixin-Huainan section of the Jiqi Expressway, and the Xuancheng-Liqiao Expressway. Provincial subsidy funds are linked to each city's policy implementation and funding availability. Accelerate the approval of first-class highway stations to provide basic conditions for financing of transportation investment companies.

Continue to help the two major highway companies increase their capital, improve their financing capabilities, and strive for new breakthroughs in corporate bond issuance, introduction of social security funds, and insurance funds to participate in transportation construction. Strengthen the connection with the Provincial Department of Land and Resources and try our best to ensure the project land quota. Before the official approval of the National Highway Network Plan, we will seek support from the Ministry of Transport and the Ministry of Land and Resources and strive to solve the problem of shortage of land quotas.

(7) Deeply promote modern project management. Take construction standardization as the starting point to comprehensively improve the level of project construction management. By strengthening the comparison and selection of design plans, implementing direct procurement of bulk materials by owners, and strengthening bidding management, we strive to save land and funds and reduce construction costs. Improve the credit evaluation system and information management system for the highway construction and maintenance market, strengthen the supervision and testing market management, and strengthen the access and exit mechanisms. (11) Efforts should be made to promote the integration of urban and rural transportation.
