With the approval of the State Council, ten departments, including the State Economic Commission, the State Construction Committee, the National Defense Industry Office, the State Council Finance and Trade Group, the State Agriculture Committee, the Ministry of Public Security, the Ministry of Health, the State Administration of Labor, the All-China Federation of Trade Unions, and the Central Broadcasting Bureau, made a decision to launch the Safe Production Month nationwide in May of 1980, and decided to launch the Safe Production Month every May in the future. Solve the problems of labor protection and reverse the serious situation of casualty accidents and occupational diseases. This reflects the concern of the party and the state for the safety and health of workers, and is also an urgent need for the four modernizations.

The origin and development of safety production month in China has gone through three stages: exploration period, germination period and formation period.

First, the exploration period

Due to various reasons, after the founding of the People's Republic of China, many enterprises and units have long been in poor safety in production, with many casualties and serious occupational diseases. We must make up our minds, make great efforts and take effective measures to solve the problems existing in labor protection and reverse the serious situation of casualty accidents and occupational diseases.

Second, the embryonic stage.

Starting from 199 1, the National Security Council began to organize "Safety Week" activities nationwide. 199 1 is the first year of the eighth five-year plan, and it is also a year of rectification and deepening reform in China. In order to ensure the smooth implementation of the Eighth Five-Year Plan and create a good safe production environment for economic construction, from June 17 to June 23, the National Safety Committee launched the "Safe Production Week" with "Safety is Benefit" and "Improving Workers' Safety Awareness" as the main contents for the first time.

At the beginning of 1994, the State Council issued the Notice on Strengthening Work Safety and the Emergency Notice on Controlling Serious Accidents to control the occurrence of serious accidents. 1994 May 16 to 22, the Ministry of Labor launched the "Safe Production Week" with the theme of "Don't forget safety, cherish life", with the aim of controlling accidents and the main content of "Don't hurt yourself, others, others".

Third, the molding period.

Since 2002, China has changed "Work Safety Week" to "Work Safety Month" again. In 2002, Publicity Department of the Communist Party of China and state administration of work safety decided to hold the first safety production month in June 2002 based on the current situation of safety production and summing up their experience, which expanded the form and content of safety production week. This is an important measure for the CPC Central Committee and the State Council to publicize a series of safety production principles and policies, popularize the knowledge of safety production laws and regulations, and enhance the safety awareness of the whole people.

The significance of safety production month:

It can be seen from the development and evolution of the above-mentioned "Safe Production Month" that during the five years from 1980 to 1984, in order to curb all kinds of accidents in production and protect people's personal safety and property safety, the state regularly launched the "Safe Production Month" in May every year.
