Recently, the General Office of the Provincial Party Committee and the General Office of the Provincial Government issued the "Implementation Plan for Reducing Students' Homework Burden and Off-campus Training Burden in Compulsory Education in Hunan Province" (referred to as the "Implementation Plan"), fully implementing the central government's "double reduction" work deployment, and striving to improve the school education level.

The "Implementation Plan" clearly puts forward the goal of "double reduction": 1 year, effectively reducing students' excessive homework burden, off-campus training burden, family education expenditure and parents' corresponding energy burden. By 2024, the quality of school education and teaching will be significantly improved, the homework will be more scientific and reasonable, the after-school service will basically meet the needs of students, the off-campus training behavior will be fully standardized, and students will better return to campus.

Reduce the total amount of homework in an all-round way, and do not arrange written homework during Qingming, Dragon Boat Festival and Mid-Autumn Festival. The "Implementation Plan" is clear, effectively reducing students' excessive academic burden. Reasonably determine the proportion structure of homework in each subject and grade to ensure that the total amount of homework is reasonable. It is strictly forbidden to assign homework to parents or in disguised form, and it is strictly forbidden to ask parents to check and correct homework. Schools and teachers shall use supplementary materials in accordance with the principle of "one subject and one supplement", and shall not add or recommend supplementary materials without authorization.

Each school strictly controls the total amount and time of homework every day. There is no written homework in the first and second grades of primary school, and consolidation exercises can be arranged appropriately in the school; In other grades of primary school, the average time to complete written homework every day is no more than 60 minutes, and there is no written homework at least one day a week; The average completion time of written homework in junior high school every day is no more than 90 minutes. Weekends, winter and summer vacations and legal holidays should control the total amount of written homework, and traditional festivals such as Qingming, Dragon Boat Festival and Mid-Autumn Festival should not arrange written homework. By controlling the total amount of homework, primary school students are guaranteed to sleep 10 hours a day, and junior high school students sleep for 9 hours.

Teachers should guide primary school students to basically complete their written homework in school, and junior high school students should complete most of their written homework in school, stick to the whole batch of homework and give timely feedback. Students are not allowed to approve and modify their homework.

Improve the after-school service level, encourage the implementation of teachers' flexible commuting system, adjust the requirements of the implementation plan, and improve the after-school service level. To ensure the after-school service time, the end time of school after-school service should not be earlier than the local normal off-duty time in principle, and the end time of school after-school service in urban and rural areas should be coordinated with the operating time of school buses, buses and passenger cars that students take. Junior high schools can offer self-study classes on weekdays. For students with special needs, schools should provide delayed custody services. Encourage schools to co-ordinate the implementation of teachers' flexible commuting system and compensatory time off.

Improve the quality of after-school service. Instruct students to finish their homework at school, and give guidance and answer questions to students with learning difficulties. Don't use after-school service time to teach new lessons.

Seriously investigate and punish teachers' paid remedial classes outside the school according to the law and regulations until their teaching qualifications are cancelled. On the premise of fully tapping the potential, if the after-school service still can't meet the special needs of some students, we can appropriately introduce high-quality off-campus non-disciplinary training institutions to participate in the after-school service.

Through the "I am the successor" online classroom and the "Internet+Education" platform in Hunan Province, high-quality thematic resources and subject resources are provided to students free of charge.

Re-examine and register the existing off-campus discipline training institutions and register them as non-profit institutions before the end of the year. The implementation plan is clear, and all localities will no longer approve new off-campus discipline training institutions for students in compulsory education stage, off-campus discipline training institutions for preschool children and off-campus discipline training institutions for ordinary high school students (including off-campus offline and online training institutions, the same below).

Re-examine and register the existing off-campus training institutions for students in compulsory education. Those who meet the requirements shall be uniformly registered as non-profit organizations before 202 1 12 3 1, and the original for-profit organizations shall cancel their business licenses; Disciplinary training institutions that do not meet the conditions for running schools and have imperfect qualifications for running schools shall be ordered to make rectification within a time limit. Those who do not meet the requirements for rectification or still do not meet the requirements after rectification shall not be allowed to issue a school license again and handle the change or cancellation of registration. For the online discipline training institutions that have been filed, the examination and approval system will be changed and the examination and approval procedures will be re-handled. If it fails to pass the examination and approval, the original registration and Internet information service business license (ICP) shall be cancelled.

The end time of off-campus training institutions' offline and online training shall not be later than 20:30 and 2 1: 00. The implementation plan emphasizes adhering to the public welfare nature of off-campus training and resolutely curbing overcharging and profit-seeking behavior. Off-campus training institutions shall not occupy national statutory holidays, rest days and organize discipline training in winter and summer vacations, and off-campus training institutions in compulsory education shall not sell courses and class packages on weekends, winter and summer vacations and national statutory holidays. Off-campus training institutions shall finish offline training no later than 20:30, and online training no later than 2 1. It is strictly forbidden to carry out advanced training beyond the standard, non-discipline training institutions to engage in discipline training, and it is strictly forbidden to provide overseas education courses.

Strictly implement the relevant requirements of the central government, and discipline training institutions may not be listed for financing; A listed company may not invest in discipline training institutions through stock market financing, and may not purchase the assets of discipline training institutions; Foreign capital may not establish or participate in discipline training institutions. Those who have violated the rules should be cleaned up and rectified.

Ensure that all kinds of billboards and online platforms in mainstream media, new media, public places and residential areas in the province do not publish or broadcast off-campus training advertisements. Off-campus training institutions shall not announce the student grade certificate, grade ranking and number of students admitted to the society.

All localities should further improve the normal investigation and linkage law enforcement mechanism of off-campus training institutions, and carry out special rectification actions for illegal activities of off-campus training institutions. In accordance with the law and regulations, resolutely crack down on institutions that conduct disciplinary training for primary and secondary school students without the permission of the education department.

Paper-and-pencil exams are not conducted in the first and second grades of primary schools, and the mid-term and final exams are not allowed to be ranked according to the requirements of the implementation opinions. Actively promote group-based school running, school district management and the simultaneous construction of urban and rural schools, strengthen the counterpart assistance between high-quality schools and weak schools, and further promote the reform of "county management and school employment" for compulsory education teachers.

Paper-and-pencil exams are not conducted in the first and second grades of primary school, and final exams are organized by the school every semester in other grades of compulsory education. For junior high school grades, we can arrange a mid-term exam according to the reality of different disciplines. It is necessary to reasonably control the difficulty of the examination, and it is strictly forbidden to exceed the curriculum standards and teaching progress. The school mid-term and final exams shall be graded and shall not be ranked.

Set up all courses prescribed by the state and strictly implement the teaching plan. It is strictly forbidden to replace the national curriculum with local courses and school-based courses, and students are not allowed to buy books and materials such as supplementary teaching materials and special books that have not been audited by the education department, and they are not allowed to use overseas teaching materials.

The proportion of high-quality ordinary high school enrollment indicators allocated to junior high schools in the region is not less than 50% and gradually increased. The "Implementation Opinions" emphasizes deepening the reform of the high school entrance examination. Actively improve the high school enrollment model based on junior high school academic level test scores and comprehensive quality evaluation. Adhere to the curriculum standard as the basis of the junior high school academic level test proposition, to prevent digression, strange questions and problems beyond the curriculum standard. The proportion of high-quality ordinary high school enrollment indicators allocated to junior high schools in the region is not less than 50% and gradually improved, standardizing the enrollment order of ordinary high schools and putting an end to illegal enrollment and vicious competition.

Party committees and governments at all levels should establish a correct view of political achievements, and it is strictly forbidden to issue indicators for entering higher schools or unilaterally evaluate schools and teachers by the enrollment rate.
