Investigation report on biogas utilization

In recent years, the country has incorporated rural biogas construction into ecological protection and construction planning as "project of prospering the border and enriching the people" and "project of popular support", which has greatly promoted the development speed of rural biogas construction. The agricultural department of Yongde County seized the opportunity, insisted on developing rural biogas construction as an important measure to improve rural energy structure and production and lifestyle, actively developed "clean energy", encouraged farmers to build biogas digesters, and introduced policy support measures for newly-built households. At present, in Yongkang dam area, the trend of "biogas is stored in every stable toilet and burned in every kitchen" has basically taken shape, and the benefits of "energy saving, emission reduction and ecological protection" of biogas digesters have emerged. By the end of 2008, 8,922 rural biogas digesters had been built in Yongde County, with a cumulative volume of more than 80,000 cubic meters, which can produce about 2.05 million cubic meters of gas every year, saving firewood 1.78 million tons every year, which is equivalent to growing 4 1.75 million mu of firewood forest every year, and protecting more than 33,400 mu of forest resources. In addition, it not only frees most rural women from the "kitchen stove", but also saves about 800 yuan's cooking, lighting and fertilizer costs for each farmer every year. With the acceleration of rural biogas construction in national debt projects, the safe use and management of biogas is particularly important. Therefore, according to the requirements of the Ministry of Agriculture on strengthening the management of safe use of biogas, the Agriculture Bureau went deep into Yongkang Village, Songtu Village and Manglao Village of Yongkang Town from April/KLOC-0 to April 20, 2009, and conducted a special investigation on the safe management and use of rural biogas in the national debt projects implemented by the Ministry of Agriculture by listening to reports, checking relevant materials and holding mass forums. Through investigation and inspection, the purpose of improving the safety awareness of cadres and the masses and minimizing potential safety hazards has been achieved. At present, the safe use of rural biogas in our county is still relatively good, and there are no safety accidents such as casualties, which is inseparable from the usual management and training. First, all levels attach great importance to biogas safety management. In recent years, the pace of rural biogas construction in our county has been accelerated year by year. There are nearly ten thousand rural biogas in the county, accounting for 13.3% of the total number of farmers. Biogas has been realized in Songtu Village, Mangla Village, Tangya Village, Manglao Village, Xiaomengtong Village of Xiaomengtong Town, Tuanshan Village of Daxueshan Township and Tanshan Village of Wumulong Town in Yongkang Town. The increase of biogas reserves highlights the importance and urgency of safe use. The Agriculture Bureau has always attached great importance to the safe production and safe use of rural biogas, and regarded the safety of people's lives and property as an important task of practicing Scientific Outlook on Development and Theory of Three Represents and building a harmonious socialist society. It has formulated strong working measures and implemented target management for this work. In the project construction and later management, we attach great importance to strengthening the responsibility of safety supervision, implementing the responsible person and responsible unit of the project, and ensuring that the organization, leadership, work, measures and responsibilities are in place. Effectively put an end to serious accidents and reduce the occurrence of general accidents. The second is to pay attention to training and publicity. Through the professional skill appraisal in recent years, 65 people in the county have obtained the qualification certificate of "biogas producer" issued by the Ministry of Agriculture, and 42 people have passed the training (they are working with certificates). The increase in the number of employees and the improvement of their quality have laid a foundation for the construction and safe management of biogas. With the deepening of the development of rural biogas in the national debt project, the Agricultural Environment Station takes the safe use management and practical technology application of biogas users as another key point of training, and actively carries out training on the safe use and management of biogas by means of training on behalf of the meeting, special training, word of mouth and going deep into farmers' villages. According to incomplete statistics, since 2005, * * * has held 35 training courses and trained more than 7,500 households and 20,000 biogas users. While doing a good job in training, we also make full use of radio, blackboard newspaper, technical materials and other means to carry out publicity activities, so that every biogas user can understand the safe use and management of biogas, effectively avoiding the occurrence of biogas safety accidents. The third is to strengthen post-work management services. In order to give full play to the comprehensive benefits of biogas project and avoid the occurrence of safety accidents, the Agricultural Bureau has gradually strengthened the post-project management and the construction of biogas service system. In the engineering construction, the employment system and the pool construction quality commitment system are implemented to ensure the engineering quality and reduce the occurrence of construction safety accidents. In terms of safety management, the "two musts" have been implemented, that is, biogas technicians must impart necessary safety management and use knowledge to farmers and must distribute safety knowledge materials. Through the "two musts", farmers who build ponds have a certain understanding of the safe use and management knowledge of biogas, which ensures the safe use of farmers. At the same time, agricultural bureaus at all levels ensure the implementation of various measures by signing employment contracts, safe use management agreements and other normative documents. Inspection and investigation show that the management of rural biogas safety use is not in place, and the problem of potential safety hazards is still widespread in some places. Although it is some details, it will still cause safety accidents. First, the biogas digester is not protected, and animals enter and leave at will, which is easy to cause damage to the biogas digester and pipeline. Second, the pipeline layout of some farmers is unreasonable, which is easy to cause pipeline damage. Third, some farmers have no cover at the entrance of biogas digesters, which is easy to cause casualties. Fourth, some farmers can't treat and discharge all kinds of pesticides, newly disinfected poultry manure, soapy water and washing powder water well, and the flora entering the biogas digester is destroyed and can't produce gas normally. Fifth, some farmers do not manage the import and export materials in place. For the above problems, it is necessary to further improve safety management measures, implement responsibilities, formulate rectification plans for existing problems, improve the safety awareness of cadres and the masses, and minimize the occurrence of safety accidents. First, strengthen the leadership of the safety management organization of biogas digesters, implement the administrative responsibility system for safety work, and put the responsibilities in place. Counties, townships and villages should strengthen the organization and leadership of rural biogas, establish the concept of "safety first, prevention first", implement the responsibility system at all levels, and truly implement biogas safety management; The second is to strengthen safety management and put measures in place. Sign a technical contract with the biogas digester construction team, and the biogas digester construction units and individuals must adhere to the certificates, and implement the quality commitment and safety contracting system, unify technical guidance, and ensure that "one bite is built". Third, strengthen management to ensure construction quality and safety. The biogas construction project village uses the biogas digester designated by the Ministry of Agriculture and its supporting products, and strictly implements the design and construction specifications formulated by the state and the provincial level to ensure the quality and safety of the project construction. The fourth is to strengthen publicity and popularize safety knowledge. Use of centralized training, distribution of technical information, door-to-door lectures and other forms, in-depth and extensive safety publicity, popularize rural biogas construction and use of safety knowledge. The fifth is to strengthen inspection and eliminate potential safety hazards. Conduct a comprehensive inspection on the quality and safety of rural biogas digesters that have been built and are under construction, and immediately rectify the existing quality problems and safety hazards. Fireworks and firecrackers and playing with fire are prohibited next to biogas digesters. Sixth, strengthen the post-management service of biogas to ensure the safety of gas use. Accelerate the construction of biogas service outlets in towns and villages, and provide drainage, maintenance and repair services for farmers who build ponds. Seventh, technical services are in place. For the problems in the use of biogas digesters, technicians are on call to carry out professional management and maintenance to provide convenient technical management services and safety guidance services for biogas users; In short, various measures should be taken to ensure the healthy development of rural biogas construction in our county, eliminate potential safety hazards, minimize the occurrence of safety accidents, protect people's lives and property, and vigorously promote the construction of new socialist countryside.
