When was earthquake prevention and disaster reduction implemented?

Earthquake prevention and disaster reduction has been implemented since May 1 2009.

It was revised by the 6th meeting of the 11th NPC Standing Committee on February 27th, 2008. The revised Law of People's Republic of China (PRC) on Earthquake Prevention and Disaster Mitigation came into effect on May 1 2009.

Chapter I General Provisions

Rule number one. This Law is formulated for the purpose of preventing and mitigating earthquake disasters, protecting people's lives and property, and promoting sustainable economic and social development.

Article 2 This Law is applicable to earthquake prevention and disaster reduction activities such as earthquake monitoring and prediction, earthquake disaster prevention, earthquake emergency rescue, post-earthquake transitional resettlement and recovery and reconstruction in People's Republic of China (PRC) and other sea areas under the jurisdiction of People's Republic of China (PRC).

Article 3. Earthquake prevention and disaster reduction should implement the policy of putting prevention first and combining prevention with rescue.

Article 4. The people's governments at or above the county level shall strengthen their leadership in earthquake prevention and disaster reduction, incorporate earthquake prevention and disaster reduction into the national economic and social development plan at the corresponding level, and include the required funds in the fiscal budget.

Article 5. Under the leadership of the State Council, the competent department of earthquake work in the State Council and the comprehensive macro-control departments of economy, construction, civil affairs, health and public security in the State Council carry out their duties and cooperate closely to do a good job in earthquake prevention and disaster reduction.

Under the leadership of the people's governments at or above the county level, the departments or institutions in charge of earthquake work and other relevant departments shall, in accordance with the division of responsibilities, cooperate closely to do a good job in earthquake prevention and disaster reduction within their respective administrative areas.

Sixth, the State Council Earthquake Relief Headquarters is responsible for unified leadership, command and coordination of national earthquake relief work. The earthquake relief headquarters of the local people's governments at or above the county level shall be responsible for unified leadership, command and coordination of earthquake relief work in their respective administrative areas.

The competent department of earthquake work in the State Council and the departments or institutions in charge of earthquake work of the local people's governments at or above the county level shall undertake the daily work of the earthquake relief headquarters of the people's governments at the corresponding levels.

Article 7 People's governments at all levels shall organize publicity and education on knowledge of earthquake prevention and disaster reduction, enhance citizens' awareness of earthquake prevention and disaster reduction, and improve the ability of the whole society to prevent earthquake and disaster reduction.

Eighth, all units and individuals have the obligation to participate in earthquake prevention and disaster reduction activities according to law.

The state encourages and guides social organizations and individuals to carry out earthquake monitoring and prevention activities to monitor and prevent earthquakes.

The state encourages and guides volunteers to participate in earthquake prevention and disaster reduction activities.

Article 9 The China People's Liberation Army, the Chinese People's Armed Police Force and militia organizations shall, in accordance with this Law and other relevant laws, administrative regulations, military regulations and the orders of the State Council and the Central Military Commission (CMC).

Carry out earthquake relief tasks to protect people's lives and property.

Article 10 Whoever engages in earthquake prevention and disaster reduction activities shall abide by the relevant national standards for earthquake prevention and disaster reduction.

Article 11 The State encourages and supports scientific and technological research on earthquake prevention and disaster reduction, gradually increases investment in scientific and technological research on earthquake prevention and disaster reduction, popularizes advanced scientific research results, strengthens international cooperation and exchanges, and improves the level of earthquake prevention and disaster reduction.

Units and individuals that have made outstanding contributions to earthquake prevention and disaster reduction shall be commended and rewarded in accordance with relevant state regulations. ?
