Article 1: In order to strengthen the city's property fire safety management and further clarify fire safety responsibilities, these measures are formulated in accordance with the "Fire Protection Law of the People's Republic of China" and the "Property Management Regulations". Article 4 The public security organs shall supervise and manage the performance of duties by property service enterprises within their respective administrative regions. Property management administrative departments, industrial and commercial administrative departments and other units shall do a good job in fire safety work within the scope of their respective responsibilities. Article 5 Merchants, residents and other personnel shall perform the following obligations:

(1) Cooperate with property service companies in fire safety work, and do a good job in fire safety work in self-use parts and equipment;

(2) Provide fire prevention education to guardians of orphaned elderly people, disabled people, mentally ill patients, paralyzed patients, and persons without or with limited capacity for civil conduct, and implement necessary fire safety protection measures;

(3) When decorating and renovating a house, install and use electrical products and gas appliances, and design and lay pipelines in accordance with relevant fire safety technical specifications;

(4) Park gas and oil-fired fuel in safe places EMUs and motorcycles, and implement fire safety measures to prevent gas and oil leaks;

(5) Safely set off fireworks and firecrackers in specified areas, road sections and specified times, and do not illegally store, sell or set off fireworks and firecrackers ;

(6) Do not set off sky lanterns;

(7) According to the requirements of the "Notice" issued by the property service company, promptly rectify fire hazards and accept the supervision of the property service company;

(9) Undertake the maintenance, update, and addition of fire protection facilities in accordance with regulations Related Fees. Article 6 The owners committee shall perform the following duties:

(1) Organize and urge merchants and residents to comply with fire regulations and rules;

(3) Supervise and assist property service companies in implementing fire safety services;

Article 9 Property service enterprises shall be responsible for fire safety management within the scope of their service areas, strictly abide by fire protection laws and regulations, perform fire safety responsibilities, and maintain fire safety.

The main person in charge of a property service enterprise is the person responsible for fire safety in the property management area, and the person in charge is the fire safety manager in the property management area; the property service enterprise should set up full-time (part-time) fire safety management personnel. Article 10 The fire safety responsibilities of property service enterprises should be clearly written into the property service contract, and the property management administrative department should include the fire safety responsibilities of property service enterprises in the model text of the property service contract.

Article 11 The person in charge of fire safety, fire safety manager, full-time (part-time) fire management personnel and fire control room operators of a property service enterprise shall fill in the "Fire Safety Management Plan" within 5 working days from the date of determination or change. "Management Personnel Report Filing Form" shall be reported to the local public security fire department or public security police station for filing. Article 12 Property service enterprises shall conduct a self-assessment on the fire safety of the property management area every quarter, fill out the "Fire Safety Self-Assessment Report Filing Form", and report in a timely manner to the fire protection agency of the local public security agency or the public security police station. Article 13 Property service enterprises shall carry out routine maintenance of building fire protection facilities to ensure that they are intact and effective; entrust a qualified testing agency to conduct a comprehensive test of automatic fire protection facilities every year, and report the test results to the local public security agency fire protection agency or public security police station in a timely manner , and publicize it in a prominent position of the unit. Article 14 When a fire occurs, property service enterprises shall organize merchants, residents and other personnel to call the police immediately, carry out fire-fighting and self-rescue immediately, activate fire-fighting facilities immediately, open fire exits immediately, and summon relevant personnel immediately Go to the scene to cooperate and assist the public security fire department in conducting fire accident investigations.
