In early 1920, Li Dazhao, Chen Duxiu and others began to discuss the issue of party establishment. Cai Hesen, who studied in France, clearly proposed that a "Chinese Communist Party" should be established. With the help of representatives of the Communist International, advanced intellectuals in Shanghai, Beijing, Wuhan, Guangzhou, Changsha, Jinan and other places established the early organizations of the party. Young students studying in France and Japan also established early organizations of the party.

On July 23, 1921, the First National Congress of the Communist Party of China was held in Shanghai. Representatives from various places who participated in the meeting included: Li Da, Li Hanjun, Zhang Guotao, Liu Renjing, Mao Zedong, He Shuheng, Wang Jinmei, Deng Enming, Chen Tanqiu, Dong Biwu, Zhou Fohai, Chen Gongbo. Bao Huiseng was sent by Chen Duxiu to attend the meeting. They represent more than 50 party members across the country.

CPI representatives Marin and Nikolsky attended the meeting. During the meeting, a French Concession patrol officer suddenly broke into the meeting place and the meeting was interrupted. Therefore, the last day's meeting was held on a cruise ship in Nanhu, Jiaxing, Zhejiang.

After discussion, the conference adopted the first program and resolution of the Communist Party of China, and elected the Party’s leading body, the Central Bureau. The National Congress of the Communist Party of China announced the formal establishment of the Communist Party of China.
