Notice of the People's Government of Ningxia Hui Autonomous Region on the issuance of the "Regulations on the Management of Social Words in Ningxia Hui Autonomous Region"

Article 1: In order to strengthen the management of social words and promote the standardization of social words, these regulations are formulated in accordance with relevant national regulations and in combination with the actual situation of our region. Article 2 The term "social characters" as mentioned in these regulations refers to Chinese characters and Chinese pinyin that are written, printed, carved, cast and used by the public. Article 3 All units and individuals within the administrative area of ??this autonomous region must abide by these regulations. Article 4 The Autonomous Region Language and Writing Work Committee shall uniformly manage the social writing work within the administrative region of the autonomous region.

Each administrative office, city, county (district) language working committee is responsible for the management of social vocabulary within their respective administrative regions.

The daily work of the Language and Writing Working Committee is handled by its subordinate offices. The office is located in the education administrative department of the people's government at or above the county level.

Press and publication, radio and television, industrial and commercial administration, education, civil affairs, commerce, transportation, urban construction, culture and other departments should do a good job in the management of social words within the scope of their respective responsibilities. Article 5 The responsibilities of the language work committees at all levels are:

(1) Promote and implement laws, regulations, rules and policies related to language work;

(2) Supervision , Inspect the implementation of the standardization of social use within the jurisdiction;

(3) Organize and supervise relevant departments to inspect the implementation of the standardization of social use;

(4) Investigate and punish violations of social use Behavior of word management;

(5) Providing social word services to units and individuals;

(6) Other duties stipulated in laws, regulations, and rules. Article 6 The scope of social words includes:

(1) Words used in official documents, notices, certificates, seals, tickets, plaques, slogans and words used for prizes such as banners, certificates, trophies;

(2) Words used in publications;

(3) Words used on film and television screens;

(4) Computer coding;

(5) Each Words used in advertisements and product packaging instructions;

(6) Words used for various places and place names and signs;

(7) Words used for various cultural and sports activities and conferences;

(8) Words used in education and teaching;

(9) Other words used for the public. Article 7 Social characters shall comply with the following national standards:

(1) Chinese characters shall be based on the "First Batch of Variant Character Collection List" published by the state in 1955 and the "Simplified Chinese Characters" published in 1986. "General List of Chinese Characters", the "General List of Modern Chinese Characters" published in 1988 and other relevant regulations shall prevail;

(2) The glyphs of printed Chinese characters shall be based on the "General List of Modern Chinese Characters" published by the country in 1988. "Modern Chinese Common Character List" shall prevail;

(3) Chinese Pinyin shall be subject to the "Chinese Pinyin Plan" announced by the country in 1958; Chinese pronunciation shall be subject to Mandarin pronunciation; its spelling and word segmentation shall be subject to The method of continuous writing shall be based on the "Basic Rules for the Orthography of Chinese Pinyin" published by the country in 1988; *** and National Legal Measurement Units" shall prevail; the usage of numbers in public publications shall be subject to the "Trial Regulations on the Usage of Numbers in Publications" promulgated by the state in 1987;

(5) If punctuation marks need to be used, the "Usage of Punctuation Marks" promulgated by the state in 1990 shall prevail. Article 8 Social writing should meet the following requirements:

(1) Standard, neat and easy to identify;

(2) Banknotes should be drawn horizontally from left to right and vertically from left to right. Right to left;

(3) Chinese pinyin is written horizontally from left to right and can only be used with the corresponding Chinese characters. Exceptions include Chinese Pinyin teaching and Chinese Pinyin books for children. Article 9 Except as otherwise provided in Article 10 of these Regulations, the following non-standard characters shall not be used in social terms:

(1) Simplified traditional Chinese characters;

(2) Variant characters and old glyphs that have been eliminated;

(3) Characters in the abolished "Second Chinese Character Simplification Plan (Draft)";

(4) Self-created simplified characters and typos.

Article 10 Traditional Chinese characters and variant characters may be used or retained under any of the following circumstances:

(1) Organized and published ancient books;

(2) Cultural relics and historic sites;

(3) Ink writings of historical celebrities, deceased cultural celebrities, and revolutionary martyrs;

(4) Calligraphy works of art;

(5) Time-honored brands established before the founding of the People’s Republic of China Plaques of enterprises and shops;

(6) Trademarks registered before the implementation of these regulations;

(7) Variants in surnames;

(8) Classic Those approved by the Autonomous Region Language and Writing Working Committee, and others that really need to be used or retained.

Traditional Chinese characters and variant characters on nationally unified plaques such as Xinhua Bookstore and banks will be handled uniformly by the state. Article 11 If placards, place placards, place name placards, advertisements and announcement boards, as well as plaques of foreign-related units need to be written in foreign languages, they should be in Chinese at the top and in foreign language at the bottom, and foreign languages ??may not be written separately. However, Arabic signs hung in mosques and halal food production and business premises are excluded. Article 12 Anyone who violates Articles 7, 8, 9 and 11 of these Provisions shall be criticized and educated by the education administrative department and ordered to make corrections within a time limit; if the correction is not made within the time limit, the non-standard use shall be confiscated or destroyed. If any illegal items are found, a fine of not less than 100 yuan but not more than 1,000 yuan will be imposed.

All fines shall be turned over to the finance department at the same level. Article 13 If the parties concerned are dissatisfied with the administrative penalty decision, they have the right to apply for administrative reconsideration or initiate litigation in accordance with the law.
