Chapter 1 General Provisions Article 1 In order to strengthen the classification management of domestic waste, improve the level of reduction, resource utilization and harmlessness of domestic waste, and promote the construction of ecological civilization, according to the "People's Revolution of the People's Republic of China and the National These measures are formulated in accordance with the provisions of laws and regulations such as the Law on the Prevention and Control of Environmental Pollution by Solid Waste, the Circular Economy Promotion Law of the People's Republic of China, and the Regulations on the Management of Urban City Appearance and Environmental Sanitation, and in light of the actual situation of this city. Article 2 These Measures shall apply to the classification, collection, transportation, disposal and related management activities of domestic waste in the urban areas where the urban, district (county) people's governments of this city are located and other areas that implement urban management.

If laws, regulations, and rules have other provisions on the management of hazardous wastes, food waste, and recyclables in domestic waste, those provisions shall prevail. Article 3: This city’s domestic waste classification management work follows the principles of government promotion, national participation, source reduction, and systematic governance. Article 4 Municipal, district (county) people's governments shall incorporate the source reduction and classification management of domestic waste into the national economic and social development plans at the same level, formulate measures for the source reduction and classification management of domestic waste, and establish a coordination mechanism for domestic waste classification. , ensure the capital investment in personnel allocation, facility construction and operation of domestic waste classification management, and implement the goals of domestic waste classification management.

The sub-district offices and town people's governments, under the guidance of the city appearance and environmental sanitation administrative departments, are responsible for the daily management of domestic waste classification within their respective jurisdictions. Article 5: The municipal administrative department for city appearance and environmental sanitation is the competent department for the classification and management of domestic waste in this city. It is responsible for organizing the preparation of phased target plans for domestic waste management, formulating guidelines for the classification of domestic waste, and providing guidance, assessment and supervision of the classification of domestic waste.

The district (county) city appearance and environmental sanitation administrative departments shall do a good job in the classification and management of domestic waste within their jurisdictions in accordance with their respective responsibilities, and guide the sub-district offices and town people's governments in their jurisdictions to do a good job in the classification of urban domestic waste.

The environmental protection administrative department is responsible for the monitoring of pollutant emissions in domestic waste terminal treatment facilities and other places, as well as the supervision and management of pollution prevention and control during the storage and disposal of hazardous waste.

The commercial administrative department is responsible for the classification and management of domestic waste by renewable resource recycling enterprises and individual renewable resource recycling sites.

Relevant departments such as development and reform, education, finance, land and resources, urban and rural construction, planning, real estate management, and transportation shall do a good job in the classification of domestic waste in accordance with their respective responsibilities. Article 6 Community residents' committees and villagers' committees shall do a good job in publicity and guidance on domestic waste classification, and assist in organizing units and individuals within their jurisdiction to participate in domestic waste classification.

Owners' committees and property service companies should carry out domestic waste classification publicity work in their communities, mobilize community residents to sort out domestic waste, and urge community cleaning staff to do a good job in the classification and collection of domestic waste. Article 7 Municipal, district (county) people's governments shall include funds for domestic waste classification management, recycling and other work into the fiscal budget of the government at the same level to improve public service levels. Chapter 2 Planning and Construction Article 8 The municipal administrative department for city appearance and environmental sanitation shall, in conjunction with the municipal planning, land and resources, development and reform, real estate management, urban and rural construction and other administrative departments, establish facilities for the classification, collection, transportation and disposal of domestic waste. Incorporate into the special environmental sanitation plan, and make overall arrangements for the layout, land use and scale of domestic waste classification, collection, transportation and disposal infrastructure.

The municipal planning administrative department should reserve land for sanitation during the planning stage and include the domestic waste classification facilities supporting the construction project into the supporting planning of public service facilities. Article 9: The municipal administrative department for city appearance and environmental sanitation shall build and improve domestic waste classification, collection, transportation, disposal facilities and information management systems.

The construction of domestic waste classification, collection, transportation and disposal facilities should comply with the special environmental sanitation plan and relevant national technical standards. Article 10 When constructing, renovating or expanding a construction project, garbage rooms, transfer stations and other domestic waste classification collection and transportation facilities shall be used as supporting environmental sanitation facilities, and shall be designed, constructed and put into use at the same time as the construction project.

In existing public places such as residential areas and commercial office areas, complete domestic waste classification collection and transportation facilities should be gradually built and improved.

Article 11 Domestic waste collection containers shall be arranged in categories according to the following provisions:

(1) Agencies, groups, schools, enterprises and institutions, residential buildings, commercial buildings and other areas shall be arranged in categories such as recyclables, perishables and so on. Collection containers for garbage, hazardous garbage, and other garbage;

(2) Collection containers for recyclables, hazardous garbage, and other garbage should be set up in public places, urban roads, and other areas in a classified manner;

< p> (3) Places engaged in catering services, collective meals and other activities, farmers' markets, and agricultural product wholesale markets should set up separate collection containers for recyclables, perishable garbage, and other garbage. Encourage production, operators and environmental protection, renewable resource recovery and utilization enterprises to set up specific types of recyclables and hazardous waste collection containers. Article 12 The municipal, district (county) city appearance and environmental sanitation administrative departments shall strengthen the standardized transformation of domestic waste classification transportation vehicles, and increase the number of domestic waste classification transportation vehicles that meet the requirements for closed transportation and have unified markings.
