The principle of "three effects" means that the performance management system should conduct performance management and evaluation around three aspects: performance efficiency, management efficiency and service effect.

Performance management refers to the process of ensuring that the performance achievements of enterprises and their subsystems (departments, processes, work teams and individual employees) can be consistent with the strategic objectives of the organization through certain methods and systems, and promoting the realization of the strategic objectives of the organization. Its ultimate goal is to make the organization sustainable, and constantly improve the performance and ability of enterprises and employees in the process of development.
