Four waters and four determinations

"Four waters and four decisions" refers to "determining the city, land, people and production by water".

The core connotation of "four waters and four determinations" is to limit the development and utilization of water resources within the carrying capacity of water resources, ensure the high-quality development of social economy and effectively protect the ecological environment. "Four waters and four decisions" is not only an important principle for compiling and implementing various wading plans, but also a key measure to promote intensive and economical utilization of water resources and solve the bottleneck of water resources in our province. During the Tenth Five-Year Plan period, we will focus on the following aspects to promote the intensive and economical use of water resources.

First, lay a solid foundation.

It is mainly to refine and improve the rigid constraint index system of water resources and consolidate the foundation of "four waters and four determinations". The key point is to continue to do a good job in water allocation and the determination of cross-regional ecological flow targets of major rivers, the determination of groundwater quantity and water level control indicators, the determination of water consumption per 10,000 yuan of GDP and the effective utilization coefficient of agricultural irrigation water. By refining and improving the index system of ecological flow, total water consumption and water use efficiency, the red line of water ecological protection and the upper line of water resources utilization are defined, so that the rigid constraint of water resources is hardened.

Second, improve the rule of law.

We should not only do a good job in the implementation of the existing rule of law, but also persist in promoting and improving new special legislation. First, we must do a good job in the implementation of the Water Law, the Regulations on Groundwater Management, the Regulations on Water Conservation in Henan Province and the Measures for the Administration of Water Permit in Henan Province. Second, we must speed up the formulation and promulgation of the Measures for Groundwater Management in Henan Province. Third, we should do a good job in key work such as planning water resources demonstration, construction project water resources demonstration and water saving evaluation, and continue to promote the implementation of important systems such as water intake permit management, planned water use management and water use statistical investigation.

Third, strengthen supervision.

We will continue to carry out special actions to improve water intake management and solve the remaining and new problems that affect water resources management and conservation and protection. For outstanding problems such as over-exploitation of rivers and lakes and over-exploitation of groundwater, new water intake permits will be suspended. Through special inspection, special law enforcement, "double random and one open", we will increase the investigation and punishment of illegal water intake problems such as taking water without approval and not taking water according to the conditions stipulated in the approved water intake permit, and standardize water intake behavior and management order.

Fourth, strict assessment.

Continue to promote the most stringent water resources management system assessment, actively explore the organic combination of the main contents of water resources management with the assessment of "four rivers governing together", "long river and long lake system" and "tackling key problems in pollution prevention and control", give full play to the role of baton and weather vane in water resources assessment, compact the burden and implement responsibilities. Comprehensively promote the implementation of the policy of "four rivers and four decisions", and consolidate the water resources guarantee for realizing the goal of the "14 th Five-Year Plan" of the whole province.
