Regulations of Zhejiang Province on Education Supervision
The education supervision mentioned in these Regulations includes:
(a) the people's governments at or above the county level shall supervise the relevant functional departments of the people's governments at the corresponding levels and the people's governments at lower levels to implement the education laws, regulations, rules and national education policies;
(two) the people's governments at or above the county level shall supervise the education and teaching of schools and other educational institutions (hereinafter referred to as schools) within their respective administrative areas;
(three) to evaluate and monitor the development and quality of education in this administrative region. Article 3 The people's governments at or above the county level shall strengthen their leadership over education supervision, set up an education supervision committee, and coordinate the education supervision within their respective administrative areas. Article 4 The educational supervision institutions of the people's governments at or above the county level shall independently exercise their educational supervision functions under the leadership of the people's governments at the corresponding levels and be responsible for the educational supervision within their respective administrative areas. Article 5 The people's governments at or above the county level shall set up an inspector college and an assistant inspector college, equipped with personnel suitable for the task of educational supervision, and include the funds for educational supervision in the financial budget to ensure the office conditions for educational supervision. Sixth educational supervision institutions shall organize and support students and their parents, teachers, the public and social groups to participate in educational supervision activities in an orderly manner according to law. Chapter II Contents and Implementation of Supervision Article 7 Educational supervision institutions shall exercise educational supervision over the relevant functional departments of the people's governments at the corresponding levels and the people's governments at lower levels, including the following matters:
(a) to implement the national education policies and laws and regulations on education;
The formulation and implementation of educational development plan;
(3) Promoting education equity, balanced development of regional compulsory education, educational modernization and coordinated development of all kinds of education at all levels as a whole;
(four) the investment, management and use of education funds, and the guarantee and improvement of school conditions;
(five) the construction of the principal team, the allocation of teachers and the guarantee of treatment;
(6) Coordinating and promoting school education, social education and family education;
Solutions to educational hot and difficult problems concerned by the society;
(eight) other matters stipulated by laws and regulations and the national education policy. Eighth education supervision institutions to implement education supervision of schools, including the following matters:
(1) Party building in schools and running schools according to laws and regulations;
(2) Insist on cultivating people by virtue, implement quality education, and promote the all-round development of students' morality, intelligence, physique, beauty and labor;
(three) the construction of modern schools in kindergartens, primary and secondary schools, the development of disciplines and specialties in colleges and universities, and the development of teaching and scientific research;
(four) the construction of teachers' morality and style;
(five) the equipment, management and use of education, teaching and living facilities;
(six) the establishment and implementation of school enrollment, campus safety, health, physical and mental health of teachers and students and the protection of rights and interests;
Management and use of education expenses and education funds;
(eight) other matters stipulated by laws and regulations and the national education policy.
Educational supervision institutions shall, according to the educational characteristics of schools at all levels, implement classified supervision. Ninth education supervision institutions at least once every three years to the relevant functional departments of the people's government at the same level and the people's governments at lower levels to conduct a comprehensive supervision, at least once every five years to the schools within their respective administrative areas. Tenth education supervision institutions shall, in combination with the hot and difficult issues of education concerned by the society every year, formulate special supervision work plans and organize special supervision on the following matters:
(1) Students reduce their burdens and teachers make up lessons in violation of regulations. ;
(2) enrollment, fees and teaching management of private schools;
(3) Approval, management and standardization of off-campus training institutions;
(four) other hot and difficult issues in education that need special supervision. Eleventh comprehensive supervision, special supervision in accordance with the following procedures:
(a) to determine the supervision matters and set up a supervision team composed of more than three inspectors;
Issue a written supervision notice to the supervised unit in advance. If the supervised unit is required to conduct self-assessment, the supervised unit shall submit the self-assessment report and related materials within the specified time;
(three) review the self-evaluation report and related materials of the supervised unit, determine the key points of supervision, and implement on-site supervision;
(four) to listen to the opinions of students, their parents, teachers and the public in the form of symposiums and questionnaires;
(five) after comprehensive evaluation, the supervision team formed a preliminary supervision opinion and gave feedback to the supervised unit. If the supervised unit has any objection to the preliminary supervision opinions, it shall submit a written defense to the education supervision institution within ten days from the date of receiving the preliminary supervision opinions;
(six) education supervision institutions shall, according to the preliminary supervision opinions of the supervision team, comprehensively analyze the defense opinions of the supervised units, and issue supervision opinions to the supervised units within 30 days from the date of the end of supervision;
(seven) if the supervised unit has any objection to the supervision opinions, it shall, within ten days from the date of receiving the supervision opinions, apply to the education supervision institution at the next higher level for review. The education supervision institution at the next higher level shall make a reply within thirty days from the date of receiving the application for review;
(eight) the supervised unit shall make rectification within a time limit according to the supervision opinions, and report the rectification to the educational supervision institution. Educational supervision institutions shall conduct verification and follow-up supervision on the rectification of the supervised units.
