The precipitation in this area is 259.4mm, the evaporation is 2206.4mm, and the ditches and rivers are mostly seasonal rivers with dry climate, which is known as "dry cycle".

The population of the project area is 83,000, and there are 70,300 livestock (only), including 210.80 million poor people, so it is difficult for people and livestock to drink water. Due to water shortage, the economic development in the project area is slow, people's lives are difficult, soil erosion is serious and the ecological environment is deteriorating. The lag of water conservancy infrastructure construction is the main factor restricting the economic and social development in this area for a long time.

Therefore, the construction of this project is not only a prerequisite for the people in this area to improve their production and living conditions and get rid of poverty and become rich, but also an important infrastructure for the ecological environment construction on both sides of the Yellow River Basin, which is the hope for economic development, social stability and environmental improvement in this area.

The main content of the project construction is that the north main canal is 26.36 kilometers long and the design flow is 3.4 m3/s; The total length of the south trunk line is 3 1.36km, and the design flow is 4.8m3/s; There are 66 branch canals,126.7km.

After the completion of the project, control the irrigation area 109300 mu, including 50400 mu on the north bank of the Yellow River and 58900 mu on the south bank. The project has no complicated technical problems and is technically feasible. The construction of the project will greatly improve the production and living conditions of the Salar and Hui people, lift 2 1800 people out of poverty and become rich, promote and develop the economy in ethnic areas and promote social progress. At the same time, it will make the banks of the Yellow River tree-lined, surrounded by clear water and have a beautiful ecological environment.
