How do members of the CPPCC play a role in liaising with enterprises?

The CPPCC Liaison Group is an organization sent by the county CPPCC to towns or agencies to contact the CPPCC members. It is the bridge and link between the county CPPCC members. The CPPCC Liaison Group carries out its work under the leadership of the county CPPCC Standing Committee and the Chairman's Meeting. The establishment of the CPPCC Liaison Group is the result of decades of practice in specific work by the county-level CPPCC, and it can also be regarded as a summary and reflection of work experience. CPPCCs at all levels are mainly divided into sectors, and their activities should be based on sectors as the main carrier. However, in terms of the county-level CPPCC, firstly, there are no democratic parties; secondly, the distribution of CPPCC members by sector is too scattered, because they come from all fronts, various departments, grassroots and the vast rural areas. There are 138 members of the Sixth CPPCC County Committee, all from various fronts and towns, of which township committee members account for 40%. They are widely distributed, and it is difficult and costly to carry out member activities by sector. In the past, members except for the annual CPPCC In addition to performing the functions and responsibilities of the CPPCC at the plenary session, there are few other member activities, and the role of the CPPCC members has not been fully exerted. Since 2006, in addition to setting up CPPCC liaison groups in 15 towns and villages, the county CPPCC has established nine CPPCC liaison groups in county agencies by departments and systems, and 24 CPPCC liaison groups have been established in the county. The 138 CPPCC members are divided into various liaison groups to carry out activities. This effectively solves the problem that CPPCC members only perform their functions during plenary sessions, and are usually unattended, unmanaged, uncontacted, and unable to play their role.

How can we give full play to the role of the CPPCC Liaison Group? Through research, I think I have the following insights and inspirations.

First, the CPPCC Liaison Group must have a certain degree of authority. In terms of determining the leader of the liaison group, the county CPPCC first nominates and recommends a list of leaders from the CPPCC Party Group, submits it to the chairman meeting for discussion and consultation with the main leaders of the township party committees and agencies, and reports to the county party committee standing committee for discussion and finalization. The county party committee organization department will issue a written reply, and the county CPPCC The Standing Committee meeting voted and approved, and the CPPCC Committee issued a red-headed document with clear responsibilities and tasks.

Second, the CPPCC Liaison Group must have a certain carrier for its activities. At the beginning of each year, the county CPPCC chairman meeting discusses and decides on the work tasks, work goals, learning content, activity methods, and work requirements of each CPPCC liaison group. Ensure that the CPPCC Liaison Group works for one year with clear tasks, clear goals, and strong operability, so that the work of the Liaison Group can be carried out in an orderly manner.

Third, there must be a certain assessment system for the CPPCC Liaison Group. After discussion at the CPPCC Chairman's meeting, it was submitted to the county CPPCC Standing Committee meeting for negotiation and approval. A practical assessment system was formulated for the annual work of the liaison group. The text of the assessment plan was distributed to each liaison group and sent to the party committee and government at the same time, so that the party committee and government could strengthen their leadership. Supervise implementation.

The fourth is to include how the township party committees and governments and county departments strengthen the leadership of the CPPCC work in the county committee’s annual comprehensive evaluation of townships and agencies. It is the task and responsibility of township party committees and governments and county-level agencies to attach importance to and support the work of the CPPCC Liaison Group, and to support and care for CPPCC members in their study, work, and life in fulfilling their duties. The county party committee and government conduct year-end assessments of all townships and agencies, and include the work of the CPPCC into the assessment content. At the end of the year, the county CPPCC will cooperate with the comprehensive assessment team of the county committee to carefully assess and report to the county committee. The county committee will score 5 points for the work of each township CPPCC. This has promoted the township party committee and government to attach great importance to the work of the CPPCC, effectively strengthened leadership, and strongly supported the CPPCC Liaison Group and CPPCC members in performing their duties.

Fifth, the work of the CPPCC Liaison Group must be evaluated by the CPPCC Standing Committee. The CPPCC liaison groups of various towns and agencies discuss work plans at the CPPCC Standing Committee at the beginning of the year and make work reports at the CPPCC Standing Committee at the end of the year. Based on the ideas, measures, methods and work effectiveness over the past year, all members of the CPPCC Standing Committee will conduct anonymous evaluations and scores, which will serve as an important basis for the annual selection and recognition of the best.

Sixth, the CPPCC Liaison Group and CPPCC members must accept the supervision of the people.
