Regulations of Putian Municipality on Promoting Civilized Behavior

Chapter I General Provisions Article 1 In order to cultivate and practice the socialist core values, advocate and standardize the civilized behavior of citizens, and improve the civilized quality and social civilization level of citizens, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the activities of promoting civilized behavior within the administrative area of this Municipality.

The term "civilized behavior" as mentioned in these Regulations refers to the behavior guided by socialist core values, observing socialist morality, maintaining public order and good customs, respecting the legitimate rights and freedoms of others, and embodying social progress. Article 3 The promotion of civilized behavior should adhere to the principles of people-oriented, systematic promotion, advocacy-oriented, and the combination of rewards and punishments, and establish a working mechanism of unified leadership by party committees, government implementation, individual responsibilities of departments, coordinated social promotion, and citizen participation. Article 4 The people's governments of cities and counties (districts) shall incorporate the promotion of civilized behavior into the national economic and social development plans and annual plans, formulate relevant policies and measures, and strengthen the planning, construction and management of relevant infrastructure, and the required funds shall be included in the fiscal budget at the corresponding level.

City, county (District) people's government departments and trade unions, * * Youth League, Women's Federation, Disabled Persons' Federation, Red Cross and other mass organizations shall, according to their respective functions and duties, do a good job in the propaganda of civilized behavior.

Township (town) people's governments and sub-district offices shall, in accordance with relevant requirements, promote civilized behavior within their respective administrative areas.

Village (neighborhood) committees shall assist in advocating civilized behavior. Fifth city and county (District) spiritual civilization construction steering committee is responsible for the overall promotion of civilized behavior within their respective administrative areas.

City, county (District) spiritual civilization construction work guidance institutions responsible for the guidance, coordination, supervision and assessment of the promotion of civilized behavior within their respective administrative areas, and regularly evaluate and inform the implementation of these regulations. Sixth enterprises and institutions, social organizations, other organizations and citizens should actively participate in the propaganda of civilized behavior. State functionaries, deputies to the National People's Congress, CPPCC members, educators and public figures should play a leading role in advocating civilized behavior. Chapter II Advocating and Standardizing Article 7 Advocating the use of various forms and carriers to carry out patriotic education and promoting the integration of patriotic education into the whole process of national education and spiritual civilization construction.

The people's governments of cities and counties (districts) shall scientifically plan, build and protect patriotic education bases, national defense education bases and revolutionary memorial facilities, and use patriotic education resources included in major anniversaries and major historical events to organize and carry out relevant theme education.

Citizens should safeguard the dignity of the national flag, national emblem and national anthem according to law. Eighth advocate respect for public order and good customs in social communication, follow public etiquette, and consciously practice the following code of conduct:

(1) Dress neatly and behave appropriately, and use polite expressions in public places;

(two) in public places such as hospitals, libraries, museums, memorial halls, theaters, etc., don't talk loudly and frolic, and keep quiet;

(three) when watching cultural performances and sports competitions, obey the on-site management and pay attention to etiquette;

(4) queue up in order when waiting for service, go out first and then walk when using the elevator, and go up and down the stairs to the right;

(five) standardized use, orderly parking * * * to enjoy the means of transportation;

(six) when taking public transport, take the initiative to give up seats for passengers who are old, weak, sick, disabled, pregnant and holding babies, and do not grab seats, occupy seats or force others to give up their seats.

Stations, government halls, medical institutions, cultural and sports venues, tourist attractions and large shopping malls, supermarkets, farmers' markets and other public places management units shall set up warning signs of civilized behavior and necessary auxiliary facilities in a prominent position to guide citizens to abide by public order. Article 9 Advocate the formation of good personal hygiene habits, establish public awareness of environmental hygiene, and consciously practice the following codes of conduct:

(a) civilized toilet, keep public toilets clean;

(2) When smoking in the no-smoking area, avoid others reasonably;

(three) to keep the surrounding environment clean and tidy, such as bazaars, convenience outlets and mobile stalls;

(4) Cover your mouth and nose when coughing or sneezing in public places, and wear a mask when suffering from respiratory infectious diseases such as influenza. Tenth advocate a civilized, healthy and green lifestyle, and consciously practice the following code of conduct:

(a) saving food, water, electricity, oil, gas and other resources;

(2) Reduce the use of plastic bags and disposable tableware;

(3) Order food in moderation and practice "CD Action";

(4) Advocate separate meals and use public chopsticks and spoons;

(5) Give priority to walking, cycling or taking public transport.

Catering service units shall perform table manners, prompt correct ordering, provide convenient services such as public chopsticks and spoons, pack after meals, and guide citizens to have civilized meals and reasonable consumption. Eleventh advocate dedication, respect for labor, abide by professional ethics, and carry forward the spirit of artisans.

Government service window units, medical institutions, financial institutions, scenic spot management institutions, public service enterprises, etc. We should formulate civilized service standards, optimize working procedures, popularize and apply network information technology, and provide high-quality, convenient and efficient services.

When performing their duties, administrative law enforcement officers should dress in accordance with the regulations, standardize civilized law enforcement, and record the whole process of law enforcement.
