Provisions of Beijing Municipal People's Government on the Management of Snow Sweeping and Ice Shoveling

Article 3 State organs, organizations, schools, military units, enterprises, institutions and individual industrial and commercial households (hereinafter referred to as the responsible units) must undertake the responsibility of sweeping snow and shoveling ice according to the responsible sections divided by local neighborhood offices or township and town people's governments within the urban roads (including carriageways, sidewalks, pedestrian overpasses, squares, etc.) under their jurisdiction, and sign a letter of responsibility, which shall be supervised and implemented by the neighborhood offices, township and town people's governments.

in residential areas (including streets, alleys, etc.), the neighborhood offices and township and town people's governments shall organize residents to do a good job of snow sweeping and ice shoveling. Article 4 After snowfall, all responsible units shall immediately bring their own tools to sweep snow and shovel ice according to the divided areas of responsibility. If it snows during the day, it should be cleaned at any time; Snowfall at night should be cleaned before 1 am. The cleared ice and snow should be neatly stacked in the sunny place that does not hinder traffic, so as to ensure the safe passage of vehicles and pedestrians in the responsible area. Article 5 The professional team of environmental sanitation shall sprinkle salt water on the main roads and overpasses in the city designated by the Municipal People's Government to dissolve the snow after the snowfall, and assist the responsible units to do a good job in snow sweeping and ice shoveling.

Ice and snow sprinkled with salt water shall not be piled up in tree pits and green spaces. Article 6 In violation of these regulations, if the ice and snow in the responsible area are not cleaned or not cleaned within the specified time, the city appearance and environmental sanitation supervision organization shall clean it within a limited time, and impose a fine on the responsible unit from 5 yuan to 1 yuan, and a fine on the person in charge of the responsible unit, 5 yuan. Seventh specific issues in the implementation of these Provisions shall be interpreted by the Municipal Environmental Sanitation Administration. Article 8 These Provisions shall come into force as of the date of promulgation.
