Chapter 1 General Provisions Article 1 In order to strengthen environmental sanitation management, create a clean and beautiful working and living environment, and promote the construction of socialist material civilization and spiritual civilization in this city, according to the "Urban City Appearance and Environmental Sanitation Management" of the State Council "Regulations", these regulations are formulated based on the actual situation of this city. Article 2 These regulations apply to urban areas, county-owned towns, economic and technological development zones, and industrial and mining areas of this city. Article 3 The municipal administrative department of city appearance and environmental sanitation (hereinafter referred to as the municipal environmental sanitation management department) is responsible for the environmental sanitation management of this city, and the district (county) people's government is responsible for the environmental sanitation management of its own jurisdiction.
Planning, environmental protection, construction, real estate, gardens, public security, transportation, industrial and commercial administration, land, health, municipal public utilities, port and shipping supervision and other departments should assist in the management of environmental sanitation work in accordance with their respective responsibilities. Article 4 The urban environmental sanitation development plan shall be formulated by the municipal and district (county) people's governments and shall be incorporated into the urban planning and urban construction and development plans.
People's governments at all levels should actively promote the reform of the environmental sanitation employment system and take measures to gradually improve the working and living conditions of environmental sanitation workers. Article 5 The Municipal People's Government encourages scientific research on environmental sanitation, promotes advanced technologies, and improves the scientific and technological level of environmental sanitation work. Article 6 The funds required for environmental sanitation shall be allocated by the municipal, district (county) people's governments.
Anyone who entrusts an environmental sanitation professional unit to clean, collect, transport and process waste must pay a service fee.
Residents and units should pay public sanitation fees to clean streets and alleys.
The standards for service fees charged by environmental sanitation professional units and the methods for collecting public sanitation fees are separately stipulated. Article 7 Municipal, district (county) people's governments shall strengthen the publicity of scientific knowledge of environmental sanitation, improve citizens' awareness of environmental sanitation, and develop good environmental sanitation habits.
Environmental sanitation staff should perform their duties and work in a civilized manner.
All units and individuals should respect the work of environmental sanitation staff and must not hinder or obstruct environmental sanitation staff from performing their duties. Chapter 2 Cleaning and Cleaning Article 8 The district environmental sanitation professional unit is responsible for the cleaning and cleaning of roads, bridges, squares and pedestrian bridges within its jurisdiction.
The sub-district office and the town people's government are responsible for managing the cleaning of streets, alleys and residential areas within their jurisdiction. Article 12 The management unit is responsible for cleaning urban waters, slope protection, and coastal docks. Article 13 Airports, docks, train stations, bus terminals, parking lots, underground passages, tunnels, cultural and sports venues, parks, bazaars, night markets and other public places shall be operated by management units or The unit is responsible for cleaning and cleaning.

Article 14 It is prohibited to spit in public places and litter melon and fruit peels, cigarette butts, paper scraps and various wastes everywhere. Those raised for teaching, scientific research and other special needs must be approved by the environmental health management department. Article 17 Professional units of environmental sanitation shall regularly spray chemicals on public toilets, feces storage and transportation containers, garbage dumps, etc. to kill fly maggots and prevent environmental pollution. Chapter 3 Waste Collection, Transportation and Treatment Article 18 The collection, transportation and treatment of waste shall be supervised and managed by the municipal environmental sanitation management department. All units and individuals are not allowed to set up waste dump sites on their own to receive and dispose of waste.
Waste disposal sites should be strictly managed. No unit or individual is allowed to enter the site for activities or pick up garbage without the permission of the site management personnel.
Article 19 Domestic garbage and feces in residential areas, primary schools, kindergartens, and social welfare institutions shall be cleared, transported and processed by professional environmental sanitation units in the local area (county). Waste from other units shall be dumped at the location designated by the environmental sanitation management department.
Residents should pour garbage and feces into garbage containers and public toilets in accordance with regulations. Those who collect garbage by classification and bags must comply with relevant regulations. Article 20 Vehicles and ships transporting liquids, bulk goods, garbage, and feces in urban areas must adopt sealing measures to prevent spillage and leakage. Article 21 Garbage and animal carcasses containing viruses, germs and other harmful substances generated by industry, scientific research, medical and health units shall be disposed of in accordance with relevant national regulations. Chapter 4 Installation and Management of Environmental Sanitation Facilities Article 22 The installation of environmental sanitation facilities shall comply with the national "Standards for the Installation of Urban Environmental Sanitation Facilities". After the environmental sanitation facilities are approved and designated, no unit or individual may change or hinder the construction.
