Fishery, public security, industry and informatization, human resources and social security, foreign affairs, market supervision and management and other relevant maritime law enforcement agencies should, in accordance with their statutory responsibilities, strengthen coordination and cooperation, strengthen joint prevention and control, and use Modern information technology means strengthens smart supervision, establishes and improves information communication and major event reporting and notification systems, and achieves effective management of marine fishery vessel fishing activities throughout the entire process.

Township people's governments and sub-district offices should, in accordance with their responsibilities as prescribed by laws and regulations, do a good job in supervising and managing marine fishery vessels; villagers' committees, residents' committees and other grassroots self-governing organizations should assist in doing a good job in marine fishery Work related to vessel fishing supervision and management.

If people's governments at all levels and units or individuals responsible for the supervision and management of marine fishery vessels fail to perform or incorrectly perform their duties, the responsible persons in charge and other directly responsible persons shall be punished in accordance with the law, and shall be punished in accordance with the law. Responsibility will be investigated in accordance with relevant provincial regulations. If laws and administrative regulations provide otherwise, such provisions shall prevail.

Marine fishery vessels entering and exiting fishing ports shall report their entry and exit times, operating sites, voyage plans, seaworthiness status, crew equipment, fishing gear, catches, etc. to the fishery administrative department of the people's government at or above the county level. Marine fishery vessels shall choose a fishing port where they regularly operate as a fixed port of call, and accept the supervision and management of the fishery administrative department of the people's government at or above the county level where the fixed port of call is located; except in emergency situations, they shall Mooring at fixed ports of call, loading and unloading catches and replenishing fishing supplies. Fishing ports shall report the information of marine fishery vessels that regularly call at the port to the fishery administrative department of the local people's government at or above the county level for record.

If a fishery port violates the provisions of paragraph 1 of this article, the fishery administrative department of the people's government at or above the county level shall order it to make corrections and impose a fine of not less than 100,000 yuan but not more than 500,000 yuan. If a marine fishery vessel violates the provisions of paragraphs 2 and 3 of this article, the fishery administrative department of the people's government at or above the county level shall order it to make corrections and impose a fine of not less than 20,000 yuan but not more than 100,000 yuan; if the circumstances are serious, it shall also be temporarily detained or revoked Captain's crew certificate. Article 4 To manufacture, update or renovate marine fishing vessels, an approval letter for fishing vessel and net tool indicators shall be obtained. If a company fails to obtain an approval letter for fishing vessel and net tools indicators, or fails to comply with the contents approved in the letter of approval for fishing vessel and net tool indicators, if it entrusts the manufacture of a marine fishing vessel, the fishery administrative department of the people's government at or above the county level shall impose a fine of more than 100,000 yuan on the client. If units and individuals repair ships without ship names, ship certificates, or ports of registration, or install barbed wire, fences, steel brazing and other facilities on marine fishing and fishing vessels, the people's government at or above the county level shall The fishery administrative department shall order the illegal conduct to cease and impose a fine of not less than 50,000 yuan but not more than 200,000 yuan.

Ships without ship names, ship certificates, or ports of registry shall be confiscated by the fishery, public security and other departments of the people's governments at or above the county level. Marine fishery vessels may not cover, alter, forge, dismantle, damage, or lend fishing vessel identification, may not close, shield, dismantle, lend, or transfer secure communication, navigation, and ship position monitoring terminal equipment without authorization, and may not change the vessel without authorization Registration information and navigation operations information.

It is prohibited to use the names, numbers, and certificates of marine fishing vessels to engage in fishing activities.

If a distant-water fishing vessel violates the provisions of this article, the fishery administrative department of the people's government at or above the county level shall order it to make corrections, impose a fine of not less than 200,000 yuan but not more than 1 million yuan, and shall also temporarily suspend or revoke the captain's position.
