Article 4 The competent authority for assemblies, processions and demonstrations is the city or county public security bureau or city public security bureau where the assembly, procession or demonstration is held; if the route of a procession or demonstration passes through more than two districts or counties, the competent authority shall be the district or county through which the assembly, procession or demonstration is held. Applications submitted by letter, telegram, telephone or other means will not be accepted by the competent authority.

The time for applying for an assembly, procession or demonstration shall be calculated from the time when the competent authority receives the "Application Registration Form for Assemblies, Processions and Demonstrations". Article 8 The application form shall specify the following matters:

(1) Name, gender, age, ethnicity, place of origin, occupation, resident identity card number, work unit, permanent residence address, and contact telephone number of the person in charge ;

(2) The date, start and end time, location (including gathering place and disbanding place), and traveling route;

Article 9 The competent authority shall, two days before the date of application for holding an assembly, procession or demonstration, notify its person in charge of its decision to permit or disallow in writing or notify the person in charge to collect a decision letter at a designated location. (1) A major traffic accident or traffic jam occurs;

(2) A fire or other natural disaster occurs;

(3) A serious public security or criminal case occurs;

(4) Other unforeseen circumstances. Article 14 During the process of holding assemblies, processions, and demonstrations in accordance with the law, organizers and participants must abide by the following matters:
