Chapter 1 General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation, maintain the civilization, cleanliness and beauty of the city, protect the physical and mental health of residents, and promote the construction of a modern socialist capital city, in accordance with relevant laws and regulations, This regulation is formulated based on the actual situation of this city. Article 2 These regulations apply to urbanized areas, economic development zones and industrial parks in municipal districts. If the superior law has already provided for it, such provisions shall prevail. Article 3 This city's city appearance and environmental sanitation management work shall implement the principles of unified leadership, hierarchical management, multi-party participation, and public supervision, and adhere to the combination of management and services, education and punishment. Article 4 The municipal comprehensive law enforcement department of urban management is responsible for the city’s city appearance and environmental sanitation work.

The district urban management comprehensive law enforcement department and sub-district offices as well as the township and town people's governments are responsible for the supervision and management of city appearance and environmental sanitation within their respective jurisdictions.

The comprehensive law enforcement departments of municipal and district urban management shall, in accordance with the provisions of these Regulations, centrally exercise the power of administrative punishment for behavior that violates city appearance and environmental sanitation management and other relevant urban management regulations and hinders the appearance of the city.

Administrative departments such as natural resources, housing and construction, ecological environment, public security, market supervision and management, culture, tourism, radio and television, commerce, and health and wellness shall cooperate in the management of city appearance and environmental sanitation in accordance with their respective responsibilities. Article 5 The municipal and district people's governments shall incorporate city appearance and environmental sanitation into the national economic and social development plans. The municipal comprehensive law enforcement department for urban management shall organize the preparation of special plans for city appearance and environmental sanitation and incorporate them into the overall urban and rural planning. Municipal and district people's governments should improve city appearance and environmental sanitation facilities and ensure the funds needed for the construction of city appearance and environmental sanitation undertakings. Article 6 The comprehensive law enforcement department of urban management shall, in conjunction with the departments of culture, tourism, radio and television, education, and health, strengthen publicity and education on city appearance and environmental sanitation, and raise citizens’ awareness of maintaining city appearance and environmental sanitation.

Publicity media such as radio, television, newspapers, and the Internet, as well as advertisements in public places, should arrange public welfare publicity content on city appearance and environmental sanitation. Article 7: All units and individuals have the obligation to maintain city appearance and environmental sanitation, and have the right to report and complain about behaviors that harm city appearance and environmental sanitation. Chapter 2 City Appearance Management Article 8 This city implements the city appearance and environmental sanitation responsibility area system. The specific scope, responsibilities and requirements of the city appearance and environmental sanitation responsibility area shall be determined by the district urban management comprehensive law enforcement department in accordance with the prescribed standards, and a letter of responsibility shall be signed with the person responsible for city appearance and environmental sanitation.

City appearance and environmental sanitation responsibility areas refer to buildings, structures or other facilities, places and areas within a certain range owned, used or managed by relevant units and individuals. Article 9 Responsibility requirements of the city appearance and environmental sanitation responsibility area:

(1) Keep the city appearance clean and tidy, without random stalls, random construction, random postings, random graffiti, random carvings, random hangings, random stacking, etc. Behavior;

(2) Keep the environment clean and tidy, without exposed garbage, feces, sewage, stains, dirt, mosquito breeding grounds, etc.;

(3) In accordance with Relevant regulations require the installation of environmental sanitation facilities and keeping them clean and intact. Article 10 The comprehensive law enforcement department of urban management shall strengthen the supervision and management of city appearance and environmental sanitation in the responsible area, and organize regular inspections.

The person responsible for city appearance and environmental sanitation has the right to stop violations of city appearance and environmental sanitation management regulations in the responsible area, and may request the city management comprehensive law enforcement department to deal with them. Article 11 Buildings, structures and other facilities shall be kept clean, intact, beautiful and in harmony with the surrounding environment. Owners, users or managers of buildings, structures and other facilities on both sides of major roads and within landscape areas should regularly renovate, clean or paint.

Anyone who violates the provisions of this article shall be ordered to make corrections within a time limit; if the correction is not made within the time limit, a fine of not more than twice the cost of renovation, cleaning or painting shall be imposed.

Article 12 The following behaviors that hinder city appearance are prohibited:

(1) Stacking and hanging on buildings and structures on both sides of the road, in front of doors, outside windows, on balconies, and on roofs are not in line with the appearance of the city. Standard items;

(2) Furnace mouths, chimneys, and sewage outlets discharging sewage to streets and residential buildings;

(3) Building houses on both sides of roads and railways, Pavilions (walls), reclamation and setting up plaques and purchase points;

(4) Setting up stalls and piles of debris in building concession areas, urban green spaces, cultural and sports lands, tourist attractions of.

Anyone who violates the provisions of this article and commits any of the above acts shall be ordered to make corrections within a time limit; if the correction is not made within the time limit, a fine of not less than 300 yuan but not more than 3,000 yuan shall be imposed. Article 13: Galleries, newspaper columns, traffic signs, bus shelters, garbage bins and other facilities shall be clean, beautiful, safe and secure, and shall not hinder the view of the city. The installation unit should regularly repair and update it to keep it in good condition.

Those who violate the provisions of the first paragraph of this article shall be ordered to renew within a time limit; those who fail to renew within the time limit shall be ordered to dismantle. Article 14 It is not allowed to graffiti, engrave, post or hang all kinds of advertisements on road surfaces, stone edges, telephone poles, street light poles, trees, residential buildings, commercial buildings, public spaces, windows and other public facilities. Promotional materials, billboards. No billboards may be installed illegally within the property management area. Advertisements, promotional materials and business cards are not allowed to be distributed randomly on roads, squares and other public places.

Those who violate the provisions of this article shall be warned, ordered to make corrections, and may be fined not less than 200 yuan but not more than 2,000 yuan; the units and individuals who organize the implementation shall be fined not less than 3,000 yuan but not more than 30,000 yuan. .

After obtaining evidence and verifying the communication tool numbers used for spraying, carving, posting, and distributing commercial advertisements, the offenders will be notified to accept processing by the comprehensive urban management law enforcement department within a time limit; if they refuse to be processed within the time limit, the telecommunications company will be notified in writing The use of the number shall be suspended; after the illegal perpetrator implements the decision, the city management comprehensive law enforcement department shall promptly notify the telecommunications company to resume the use of the number.
