How to strengthen NPC deputies' work

Deputies to the National People's Congress are the main body of the people's congress. Efforts to improve the quality of deputies and give full play to their role are the important foundation and support for NPC and its Standing Committee to exercise their functions and powers according to law. In order to further study and practice Scientific Outlook on Development, further improve the work of deputies to the National People's Congress, give full play to the role of deputies, and improve the performance level of deputies. To play the role of deputies to the National People's Congress, we should do the following six things well:

(a) to raise awareness and strengthen the guidance of the work of representatives. It is necessary to put the work of the NPC into the important work schedule, study the work regularly, help solve problems, and actively support the work of NPC deputies politically and economically. The Standing Committee of the County People's Congress and the Presidium of the Township People's Congress should fully create conditions, and fully mobilize the enthusiasm of the deputies to manage state affairs according to law by carefully organizing NPC sessions and activities such as inspection, law enforcement inspection and appraisal.

(two) improve the representative structure, to ensure the effective play of the role of representatives. It is necessary to correctly handle the relationship between representative structure and representative quality, and find the combination of representative composition, representative performance ability and representative role. On the one hand, we should consider the representativeness of NPC deputies, scientifically define the sectors and conditions of NPC deputies, strive to achieve diversification of professional structure, rationalization of knowledge structure, diversification of party structure and ladder-like age structure, and ensure that the interests and demands of all walks of life are reflected in decision-making through their deputies to the National People's Congress. On the other hand, we should not lower the standards of deputies, but should consider the influence of political quality, moral quality and ability quality on the performance of duties of deputies. First, in the future general election of the National People's Congress, the proportion of front-line and non-party representatives should be increased to avoid the phenomenon that leading cadres and business operators occupy the number of workers and farmers' representatives. The second is to appropriately increase the proportion of professional representatives, so that representatives can better participate in the supervision of government work in their familiar fields. The third is to further improve the procedures for the resignation of delegates, explore the establishment of a system for the resignation of delegates, break the tenure system of delegates, and ensure the overall quality of the delegates.

(three) to strengthen the training of representatives, improve the ability of representatives to perform their duties. The first is to improve the pertinence of training. According to the characteristics of elected deputies, combined with the actual work, we should focus on studying the knowledge of laws and regulations closely related to deputies' performance, such as the Constitution, Organization Law, Election Law, Representative Law, the basic theory of NPC system, the basic procedures, proposals and suggestions of NPC work, and representative activities, so as to enhance the legal awareness of deputies, clarify their rights and obligations, and improve their knowledge structure. The second is to enrich the training forms. It is necessary to apply modern technologies such as multimedia and electronic network to the training of delegates, constantly enrich and innovate the training methods, and make the training work keep up with the needs of the times. It is necessary to organize delegates to investigate and inspect the hot spots, focal points and difficult issues of concern to the masses and delegates, and combine these work with the training of deputies to the National People's Congress, further expand the platform and space for delegates to learn and communicate, and create better conditions for delegates to perform their duties. According to the actual problems encountered in the performance of duties, case explanation training or special training should be carried out to improve the actual effect of training. The third is to enhance the timeliness of training. It is necessary to organize delegates in time to strengthen their study of the party's line, principles and policies, the spirit of the county party Committee meeting and the spirit of the NPC meeting, so that delegates can implement the spirit of the meeting in time and improve their political acumen. The fourth is to ensure the regularity of training. The training of delegates should run through the whole process of their term of office. By exploring the form of establishing representative training files, we will study and formulate a long-term training mechanism that is conducive to improving the quality of representatives and giving full play to their role.

(four) the implementation of the representative knowledge system, give full play to the supervisory role of representatives. The first is to implement the work notification system. The "one government, two houses" and relevant departments should try their best to expand the openness of government affairs, and regularly send work information to delegates through standardized procedures and forms, so that delegates can fully and timely understand the political situation. The second is to establish a hearing system for major issues. Before making major decisions, especially those involving the vital interests of the masses, the county government and relevant departments should listen to the opinions of representatives and understand the wishes of the masses by holding representative hearings, demonstration meetings, demonstration meetings and setting up representative mailboxes. The third is to establish a system of representatives attending government meetings. To actively create conditions, there are plans to organize representatives to attend the county government executive meeting and related meetings, so as to facilitate the representatives to understand the political situation and supervise the government work.

(5) Do a good job in inter-sessional representative activities to improve the effectiveness of activities. The quality of the activities of the delegates during the intersessional period directly affects their role. To do a good job of inter-sessional representative activities, we should focus on the following aspects: First, highlight the theme. When organizing representative activities, each representative group must determine the topic of activities, and carry out inspection and research activities around major issues of the county's economic and social development, key project construction, resolutions made by the Standing Committee, hot and difficult issues and focus issues of concern to the masses, so as to improve the pertinence and purpose of intersessional representative activities. The second is to standardize procedures. Organize representative activities with detailed plans, substantial contents and standardized procedures. Every activity should have reports, discussions, inspections and suggestions to avoid the phenomenon of being a mere formality. The third is to encourage delegates to carry out personal inspection activities, make full use of the flexibility of personal inspection with certificates, go deep into the grassroots and the masses, conduct inspection and research on specific issues involving people's livelihood and affecting people's lives, provide reliable information for delegates to make suggestions and improve the quality of delegates' activities. Fourthly, establishing a meeting system between NPC deputies and leaders of relevant government departments, and strengthening exchanges and communication between NPC deputies and relevant government departments are conducive to forming a work situation with a clear mind, enhancing the interaction of work and stimulating the sense of responsibility of NPC deputies in performing their duties.

(VI) Establish and improve the incentive and restraint mechanism for NPC deputies to perform their duties, and stimulate their enthusiasm for performing their duties. The first is to implement the notification system for representatives to perform their duties. Give full play to the role of the representative's performance file, and regularly inform all delegates or voters of their participation in activities, special deliberations, suggestions, inspections, etc. At the same time, inform the party organization of the unit where the representative is working, and let the representative accept the supervision of the society, voters and the original unit. The second is to establish and improve the supervision system. Formulate an assessment system for representative performance target management, and regularly criticize and admonish the representative's inaction, so as to improve the representative's awareness of performance, and prevent the phenomenon that the representative does and does not do the same thing, and does well and poorly.
