Chapter 1 General Provisions Article 1 In order to guide and promote civilized behavior, cultivate and practice socialist core values, enhance the civilized quality of citizens and the degree of social civilization, and promote social progress, in accordance with the provisions of relevant laws and administrative regulations stipulates that these regulations are formulated based on the actual situation of the province.
