Chapter I General Provisions

Article 1 In order to do a good job in the service management of retired military cadres, these Measures are formulated in accordance with the Law of People's Republic of China (PRC) on the Protection of Retired Military Personnel and the relevant provisions of the state.

The measures referred to in retired military cadres, refers to the transfer of government resettlement by the retired military affairs department service management of the China People's Liberation Army and the Chinese People's Armed Police Force retired cadres (hereinafter referred to as retired military cadres).

Chapter II Service Management Contents

Article 6 The affairs departments for retired military personnel and military rest institutions shall strengthen the ideological and political work of military rest cadres, guide them to continue to carry forward the fine traditions of the people's army, set an example in observing the Constitution and laws and regulations, and keep their political qualities forever.

Article 7 The affairs department of retired military personnel and military rest institutions shall implement the political treatment of military rest cadres in accordance with the provisions, organize military rest cadres to read relevant documents, and listen to the spirit of important meetings of the Party and the government.

The affairs department of retired military personnel shall take the initiative to coordinate the local management department of retired cadres and bring retired cadres into the work system of veteran cadres at the corresponding level.

Eighth veterans affairs departments in the national, local and military held major celebrations and major political activities, should be organized in accordance with the requirements of retired cadres to participate.

Article 12 The affairs department of retired military personnel and the military rest institutions shall strengthen the management of military rest cadres' participation in social organizations, going abroad, publishing books, giving speeches and other matters according to laws and regulations, and urge military rest cadres to abide by the laws and regulations of military rest institutions.

Thirteenth veterans affairs departments and military academies should encourage and support retired military cadres to maintain and carry forward the fine traditions, and give play to their own advantages and continue to contribute.

Chapter III Service Management Mode

Article 14 Military rest institutions shall establish and improve their working systems, so as to create conditions for military rest cadres to have a sense of security, medical care, education, learning, doing something and enjoying themselves.

Fifteenth military rest institutions should establish a duty system, and take regular contact, personal contract and other ways. To provide timely and convenient daily services for retired military cadres.

Article 16 Military academies and universities should adhere to the combination of service and personalized service to provide meticulous and thoughtful services for military cadres. For disabled, demented, seriously ill, aged, living alone, empty nest and other retired military cadres, we should focus on taking care of them and provide necessary help.

Article 17 Military academies shall, in accordance with the norms and standards formulated by the veterans affairs department, promote the standardization of service management and ensure the standardized operation.

Article 18 Military academies and universities should promote socialized services, and introduce medical, pension and voluntary services as needed to provide diversified services for military cadres.

Article 19 The affairs departments of retired military personnel and military rest institutions shall strengthen information construction, make full use of information technology, and play the role of information platforms such as military rest placement service management information system and network "military rest places" to improve work efficiency and achieve accurate services.

Twentieth retired military affairs departments and military academies should promote the construction of retired military universities for the elderly, integrate online and offline, expand teaching supply, improve the level of running schools, and constantly meet the lifelong learning needs of retired military cadres.

Twenty-first retired military affairs departments should improve the service grid of retired military institutions and strengthen the service guarantee for retired military cadres.

Twenty-second retired military cadres management committee is a mass organization for self-education, self-management and self-service of retired military cadres in military retirement institutions.

If there is a military retired cadres management committee in the military retired institutions, the party organizations of the military retired institutions shall strengthen their leadership over the military retired cadres management committee, organize activities in accordance with relevant regulations, give full play to the role of the military retired cadres management committee, regularly listen to the work reports of the military retired cadres management committee, and study and solve the problems reflected.

Chapter IV Construction of Military Rest Institutions

Twenty-third veterans affairs department according to the actual resettlement management, in accordance with the overall planning, rational layout, efficient, convenient service principle to set up and adjust the military rest institutions.

Article 26 Military retired institutions should strengthen infrastructure construction, set up meeting rooms, activity rooms, reading rooms, honor rooms and other places, carry out aging transformation according to local conditions according to the characteristics and needs of military retired cadres, introduce or set up functional facilities such as pension, medical care and meal assistance, establish necessary outdoor cultural and sports activities places, and create a good rest environment.

Twenty-seventh military rest institutions should make good use of military rest funds according to regulations, strengthen the management of military rest funds and state-owned assets, improve the efficiency of use, and accept the audit supervision of relevant departments.

Article 28 Military academies and universities should strengthen the management of military cadres' files.

Twenty-ninth military rest institutions should strengthen safety management, formulate and implement emergency plans for emergencies such as health and disasters, enhance risk prevention and control and emergency response capabilities, eliminate potential safety hazards in time, and prevent safety accidents.

Chapter V Service Managers

Thirtieth veterans affairs departments should strengthen the construction of military service management staff, fully match and strengthen the work force in the staffing, and optimize the team structure.

Article 31. In addition to national policy placement, appointment by superiors in accordance with personnel management authority, and personnel in classified positions, newly recruited staff of military rest institutions shall be openly recruited for the society, and retired soldiers and their families shall be given priority under the same conditions.

Thirty-second veterans affairs departments can enrich their work force by introducing professional services and other channels.

Thirty-third service management staff should strengthen their ability and style discipline, and firmly establish the consciousness of serving retired military cadres wholeheartedly.

Thirty-fourth veterans affairs departments and military rest institutions should regularly carry out education and training, on-the-job training, business competitions and other activities to improve the ideological and political quality, policy and theoretical level and service management ability of staff.

Thirty-fifth veterans affairs departments should establish a service management supervision and evaluation system with the satisfaction of retired military cadres as the main content, and regularly evaluate retired military institutions and their responsible persons.

Veterans affairs departments and military rest institutions shall establish a staff performance appraisal and post exchange system. Those who fail to implement the military rest policy and fail to promote their work will be dealt with in accordance with relevant regulations.

Chapter VI Supplementary Provisions

Thirty-sixth China People's Liberation Army and the Chinese People's Armed Police Force handed over to the government for resettlement of retired soldiers (police) service management with reference to these measures.
