The design and pursuit of a harmonious and beautiful society by Marxism, western thinkers and ancient thinkers in China enlighten us as follows: (1) The understanding and demonstration of "harmonious society" can be reflected from two levels: one is from the level of city, country and universe; The second is from the relationship between people, people and society, and people and nature. (3) It is in the process of pursuing "civilized country" and "civilized society" that human beings promote "relationship" civilization, display "city" and "country" civilization, and realize social harmony and civilization. It is in this sense that "civilization" is the core concept and value of "harmony" and "harmonious society".

2. "Civilized city" is the epitome of social civilization and social harmony in the city.

Urban civilization is the epitome and concentrated expression of social civilization and social harmony in cities. Because the city is the accumulation of civilized achievements in the history of human society at various stages of development, and it is the product of the development of human civilization at a certain stage; For the first time, the city in the civilized era has the meaning of a city, and the city in the civilized era has opened the chapter of "urban civilization" for the first time. As the focus of social civilization and social harmony, urban civilization fundamentally marks a harmonious and civilized state achieved by the development of human society. If the evolution of human civilization has experienced the civilization of primitive ignorance, agriculture, industry and information society, then the urban civilization in different times is consistent with social harmony and social civilization. Especially in the industrial age and the information age, cities and urban civilizations reflect the characteristics and state of social civilization in this era more typically and intensively, and highlight the essential requirements of social harmony-urban civilization, as the core concept and value of a harmonious society, should become an ideal style and ideal pursuit to carry, display and enhance social harmony.

3. Building a civilized city is a rational choice for building a harmonious society.

In our country, the establishment of a civilized city as a rational choice to build a harmonious society is gradually clear and perfect with the deepening of the practice of spiritual civilization construction. Looking back on the practice of building a civilized city in China, we can know that: (1) building a civilized city is an important part of building a harmonious society, and the coordinated development of urban material civilization, political civilization and spiritual civilization is the essential feature of a harmonious society; (2) The strategic task of building a harmonious society put forward by the Fourth Plenary Session of the 16th CPC Central Committee has changed the strategic deployment of China's socialist modernization from the original "trinity" of economic, political and cultural construction to the "four-in-one" of material civilization construction, political civilization construction, spiritual civilization construction and harmonious society construction, which not only reflects the requirement of taking Scientific Outlook on Development as the leader in economic and social development, but also puts forward a clearer goal for the spiritual civilization construction of cities in China. With the implementation of the Outline for the Construction of Citizens' Morality as the core, comprehensively plan the construction of citizens' quality, cultivate citizens' style of taking the overall situation into account, unity and cooperation, strive for Excellence, be honest and trustworthy, and learn from others' demeanor, and cultivate citizens' dedication to tenacious struggle, professionalism to make progress despite difficulties, caring spirit to help the poor, advocating frugal struggle spirit and scientific spirit to dare to innovate.
