Hotels, restaurants, institutions, colleges and other units shall, in accordance with the provisions, collect and store the kitchen waste generated by their own units, hand it over to the urban domestic waste collection and transportation enterprises that meet the requirements of these Measures, and transport it to the designated urban domestic waste disposal sites. It is forbidden to dump, scatter and pile up municipal solid waste at will. Municipal solid waste shall be disposed of at the municipal solid waste transfer station and treatment plant (field). No unit or individual may, in violation of the provisions of Article 16 of these Measures, dispose of municipal solid waste, dump, scatter or pile it up without authorization. The competent department of construction (environmental sanitation) of the people's government of the municipality directly under the central government, city or county shall order it to stop the illegal act, make corrections within a time limit, and impose a fine of not less than 5,000 yuan but not more than 50,000 yuan on the unit. Individuals who commit the above acts shall be fined in 200 yuan.

No unit or individual is allowed to throw or discard construction waste at will. Legal basis: According to Article 26 of the Regulations on the Management of Urban Construction Waste, if any unit or individual dumps, scatters or piles construction waste at will, the competent department of city appearance and environmental sanitation of the people's government of the city shall order it to make corrections within a time limit and give it a warning, and impose a fine of more than 5,000 yuan but less than 50,000 yuan on the unit and a fine of less than 200 yuan on the individual.
