National Forestry and Grassland Administration
The National Forestry and Grassland Administration is a national bureau managed by the Ministry of Natural Resources. It is a deputy ministerial-level unit and is branded as the National Park Administration. Organize and implement key ecological protection and restoration projects in forestry and grassland, guide the cultivation of public welfare forests and commercial forests, and guide and supervise the voluntary tree planting and urban and rural greening work for all. Guide forestry and grassland pest control and quarantine work. Undertake work related to forestry and grassland response to climate change. (3) Responsible for the supervision and management of forests, grasslands, and wetland resources. Organize the preparation and supervise the implementation of national forest harvesting quotas. Responsible for forest land management, formulating forest land protection and utilization plans and organizing their implementation, guiding the demarcation and management of national public welfare forests, and managing state-owned forest resources in key state-owned forest areas. Responsible for grassland grazing ban, grass-livestock balance, grassland ecological restoration and management, and supervision and management of the development and utilization of grassland. Responsible for wetland ecological protection and restoration work, formulating wetland protection plans and relevant national standards, and supervising and managing the development and utilization of wetlands. (4) Responsible for the supervision and management of desertification prevention and control work. Organize and carry out desert surveys, organize the formulation of desertification prevention and control, rocky desertification prevention and control, and construction plans for desertified land closed reserves, formulate relevant national standards, supervise and manage the development and utilization of desertified land, and organize sandstorm disaster prediction and emergency response. (5) Responsible for the supervision and management of terrestrial wild animal and plant resources. Organize and carry out surveys of terrestrial wild animal and plant resources, formulate and adjust the list of terrestrial wild animals and plants under national key protection, guide the rescue and breeding of terrestrial wild animals and plants, habitat restoration and development, monitor epidemic sources and diseases, and supervise and manage terrestrial wild animals and plants. Hunting or collecting, domesticating, breeding or cultivating, operating and utilizing animals and plants, supervising and managing the import and export of wild animals and plants according to division of labor. (6) Responsible for the supervision and management of various nature reserves. Formulate plans for various types of nature reserves and relevant national standards. Responsible for the establishment, planning, construction and franchising of national parks, as well as the management of natural resource assets and the control of land and space use in national parks and other natural reserves where the central government directly exercises ownership. Propose review recommendations for the establishment and adjustment of various national nature reserves and submit them for approval according to procedures, organize the review of applications for world natural heritage, and work with relevant departments to review applications for dual world natural and cultural heritage. Responsible for work related to biodiversity conservation. (7) Responsible for promoting forestry and grassland reform-related work. Formulate and supervise the implementation of major reform opinions on the collective forest rights system, key state-owned forest areas, state-owned forest farms, and grasslands. Formulate policies and measures for the development of rural forestry, safeguarding the legitimate rights and interests of forestry operators, and guide rural forestry contract management work. Carry out the conversion of farmland (pasture) into forest and grassland, and be responsible for the protection of natural forests. (8) Formulate policies for the optimal allocation of forestry and grassland resources and wood utilization, formulate relevant national standards for the forestry industry and supervise their implementation, organize and guide forest product quality supervision, and guide ecological poverty alleviation related work. (9) Guide the basic construction and development of state-owned forest farms, and organize a census of forest tree seeds and grass seed germplasm resources. Organize and establish a germplasm resource bank, be responsible for the selection and promotion of improved varieties, manage the production and operation of forest seedlings and grass seeds, and supervise the quality of forest seedlings and grass seeds. Supervise and manage forestry and grassland biological germplasm resources, safety of genetically modified organisms, and protection of new plant varieties. (10) Responsible for national forest and grassland fire prevention management. Implement the relevant requirements of the comprehensive disaster prevention and reduction plan, organize the preparation of forest and grassland fire prevention and control plans and protection standards and guide their implementation, and guide the development of fire prevention patrols, fire source management, and the construction of fire prevention facilities. Organize and guide state-owned forest farms, forest areas and grasslands to carry out publicity and education, monitoring and early warning, supervision and inspection and other fire prevention work. When necessary, the Ministry of Emergency Management can be requested to deploy relevant prevention and control work in the name of the national emergency command organization. (11) Supervise and manage central-level funds and state-owned assets in forestry and grassland, propose budgetary investment and national fiscal fund arrangement recommendations for forestry and grassland, and review investment projects within national plans and annual plans in accordance with the authority specified by the State Council.
Participate in the formulation of forestry and grassland economic regulation policies, and organize the implementation of forestry and grassland ecological compensation work. (12) Responsible for forestry and grassland science and technology, education and foreign affairs, guiding the construction of the national forestry and grassland talent team, organizing and implementing international exchanges and cooperation in forestry and grassland, and undertaking the implementation of international conventions on wetlands, desertification prevention and control, endangered wild animals and plants, etc. . (13) Complete other tasks assigned by the Party Central Committee and the State Council. (14) Functional transformation. The National Forestry and Grassland Administration must effectively increase ecosystem protection, implement important ecosystem protection and restoration projects, strengthen the overall coordination of supervision and management of forests, grasslands, and wetlands, vigorously promote land greening, and ensure national ecological security. Accelerate the establishment of a natural protected area system with national parks as the main body, promote the clearing, standardization, merger and integration of various natural protected areas in a unified manner, and build a unified, standardized and efficient national park system with Chinese characteristics.
