Measures for the administration of forest tree seed production and operation archives

Article 1 These Measures are formulated in accordance with the provisions of the Seed Law of People's Republic of China (PRC) (hereinafter referred to as the Seed Law) for the purpose of standardizing the establishment and management of forest seed production and operation files, strengthening the supervision of forest seed production and operation, and implementing the traceability management of forest seeds.

Article 2 Units and individuals engaged in the production and operation of forest seeds shall establish and improve the archives of forest seed production and operation according to law to ensure traceability.

Article 3 The term "tree seeds" as mentioned in these Measures refers to the planting materials (seedlings) or propagation materials of trees, and specifically refers to the seeds, fruits, roots, stems, seedlings, buds, leaves and flowers of trees, shrubs, vines, bamboos, flowers, greening and medicinal materials.

Article 4 The competent forestry authorities of the people's governments at or above the county level shall be responsible for the supervision and management of forest seed production and operation files, and the specific work may be undertaken by the forest seedling management institutions entrusted by them.

Fifth forest seed producers and operators should improve the file management system, equipped with necessary equipment and managed by special personnel.

Article 6 Forest tree seed producers and operators shall establish and keep production and operation files such as seed source, origin, quantity, quality, sales destination, sales date and relevant responsible persons.

The following information shall be kept in the archives of forest seed production and operation:

(1) Records of production and operation.

Production records, including fertilization, irrigation, intertillage weeding, pest control, seed or scion collection, preparation, storage, seed yield, etc. Seed-collecting forest or ear-collecting nursery; Seedling raising and sowing (cutting, grafting, etc.). ), thinning, planting, transplanting, fertilization, irrigation, intertillage weeding, pest control, etc.

Business records, including seed storage records, tree species (varieties), quantity, sales destination, sales date, etc.

(2) Contracts, bills, account books, labels, etc. Prove the source, origin and sales destination of seeds.

(three) the original records, seed quality inspection certificate, quarantine certificate, etc ...

(four) forest seed production and operation license.

(five) technical standards related to forest seed production and operation activities.

(six) other documents and materials that need to be preserved.

The production and operation of improved varieties of forest trees shall also preserve the certification materials of improved varieties of forest trees.

The production and operation of genetically modified forest tree seeds shall also keep the safety certificate of genetically modified forest trees or its copy.

In the production and operation of new plant varieties, the written consent certificate of the variety owner or the announcement of variety right transfer and compulsory licensing decision of the State Forestry Administration shall also be kept.

Enterprises that combine breeding, production and management should also keep breeding reports, experimental data, standard atlas of forest species characteristics (such as photos of leaves, stems, roots, flowers, fruits and seeds) and photos of experimental forests.

Seventh forest seed production and operation archives should be classified and filed in annual, and properly kept. Repair damaged or deteriorated documents in time. If the file is damaged or lost, the original content should be filled in in time.

Eighth forest seed production and operation files shall be kept for at least 10 years, and the forest seed production and operation files shall be kept permanently.

Article 9 The information recorded in the archives of forest seed production and operation shall be continuous, complete and true, and shall not be filled in with ballpoint pen or pencil, and shall not be altered at will. Signs with legal effect such as signature, seal and date should be complete, and electronic management should be gradually implemented.

Article 11 These Measures shall come into force as of July 1 year and shall be valid until June 30, 202 1 year.
