Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Constitution of People's Republic of China (PRC), the Law on Regional Ethnic Autonomy in People's Republic of China (PRC), the Law on Compulsory Education in People's Republic of China (PRC), the Law on Teachers in People's Republic of China (PRC), and the Regulations on the Autonomy of Yanbian Korean Autonomous Prefecture, in combination with the actual situation of Yanbian Korean education. Article 2 "Korean education" as mentioned in these Regulations refers to all kinds of education with Korean characteristics in cultural tradition, academic system, school form, teaching content, teaching language, teaching materials, teachers and school conditions. Third Autonomous Prefecture People's governments at all levels must give priority to the development of Korean education in a strategic position, effectively enhance the awareness of all citizens, and actively and steadily promote the reform and development of Korean education. Article 6 People's governments at all levels in Autonomous Prefecture should attach importance to the education of Korean cultural traditions, inherit and carry forward the excellent ideological and cultural traditions of Korean people, absorb all the outstanding achievements of the development of human civilization, strengthen modern science and technology education, and improve the national quality. Article 7 The organs of self-government of autonomous prefectures insist on educational reform, optimize the educational structure, promote the combination of economy, science and technology and education, and gradually establish and improve the educational system with Korean characteristics in China. All state organs, social organizations, enterprises and institutions, schools and all citizens in the eighth autonomous prefecture must abide by these regulations. Chapter II Forms of Running a School Article 9 The organs of self-government of Autonomous Prefecture implement a school-running system with people's governments at all levels as the main body and enterprises, institutions, social organizations, individual citizens and other social forces as the joint partners, and gradually establish a new pattern of running a school with multiple levels, categories and forms. Article 10 The people's governments at all levels shall be responsible for the basic education of Koreans, and the system of running schools at village, township (town), county (city) and prefecture levels and at township (town), county (city) and prefecture levels shall be implemented.

Schools run by factories and mines and schools at all levels run by departments shall implement the management system in which department heads and district education committees are responsible. Chapter III Korean Cultural Tradition Education Article 17 Korean schools must attach importance to Korean cultural tradition education. Eighteenth autonomous prefecture schools at all levels should carry out the party's ethnic theory and policy education, guide students to gradually establish a Marxist concept of nationality, and carry forward the fine tradition of national unity. Article 19 The organs of self-government of autonomous prefectures shall determine the curriculum plans of Korean kindergartens, primary schools, junior high schools and senior high schools according to the curriculum plans announced by the State Education Commission and the reality of Korean education, and report them to the Higher Education Commission for approval and implementation.

Korean kindergartens, primary schools, junior high schools and senior high schools must strictly implement the curriculum plan determined by the Autonomous Prefecture and shall not be changed without authorization. Twentieth Korean schools should use standardized Korean language for teaching; Vocational and technical schools, technical schools and secondary specialized schools can teach in Chinese in addition to Korean.

In the stage of basic education, we should first strengthen Korean teaching, at the same time strengthen Chinese teaching and foreign language teaching, so that students can be bilingual in Korean and Chinese, and lay the foundation for learning to use multiple languages. Twenty-first Korean graduates can use the Korean language when they apply for vocational and technical schools, technical schools, secondary specialized schools and institutions of higher learning. For students who write papers in Korean, the Chinese test should include Korean and Chinese. Twenty-second autonomous prefecture of vocational and technical schools, technical schools, secondary specialized schools, institutions of higher learning, according to the relevant provisions, give priority to recruiting Korean students; The distribution of graduates gives priority to meeting the needs of the autonomous prefecture.
