Chapter II Planning and Construction Article 5 The municipal waterway management department shall, in accordance with the principle of overall planning and comprehensive utilization, formulate waterway planning within its administrative area in combination with water resources-related professional planning, and implement it after approval in accordance with the authority of waterway planning management. Article 14 The construction of river-facing, river-crossing and river-crossing facilities related to navigation shall meet the following requirements:

2. The minimum distance between the wharf front and the center line of the waterway shall not be less than Class II navigation.
