The second is to strengthen the weaknesses of urban sewage treatment facilities and improve treatment capabilities. The newly added sewage treatment capacity is 20 million cubic meters per day. The third is to strengthen the construction of recycling facilities and promote the utilization of sewage resources. The newly built, renovated and expanded reclaimed water production capacity shall be no less than 15 million cubic meters per day. The fourth is to solve the difficulties of sludge disposal and realize harmless promotion of resource utilization. The scale of newly added sludge harmless treatment facilities shall be no less than 20,000 tons per day.

Improve the assessment and incentive mechanism for sewage collection and treatment, promote professional operation and maintenance, promote the construction of information systems, strengthen facility operation and maintenance, promote the formation of a sustainable operating model, and improve the level of facility operation and maintenance.

Implement target responsibilities and systematically promote sewage treatment and resource utilization during the “14th Five-Year Plan” in accordance with provincial deployment and city and county responsibility requirements. Broaden investment and financing channels, establish a diversified financial capital investment guarantee mechanism, provide appropriate support for investments within the central budget, and guide social capital to actively participate.
