Chapter I General Provisions Article 1 These Measures are formulated in accordance with the Forest Law of People's Republic of China (PRC) and the actual situation of the autonomous region. Article 2 These Measures shall be observed in the cultivation, planting, cutting and utilization of forests, trees and woodlands within the administrative area of the autonomous region. Article 3 Forestry construction in the autonomous region shall follow the sustainable development policy of combining ecological benefits, economic benefits and social benefits and giving priority to ecological benefits. Article 4 People's governments at or above the county level shall, according to the requirements of ecological environment and national economic development, formulate medium-and long-term development plans for forestry, increase investment in forestry construction, support forestry scientific research and scientific and technological innovation, popularize advanced science and technology, and improve the level of forestry science and technology.

The people's governments at or above the county level shall strengthen the protection and management of forest resources, and establish and improve the forest resources conservation management system and ecological protection system. Article 5 The competent forestry authorities of the people's governments at or above the county level shall be in charge of forestry work within their respective administrative areas.

The township (town) forestry workstation with forest resources is responsible for the forestry work of the township (town); Townships (towns) without forestry workstations should be equipped with full-time or part-time personnel responsible for forestry work. Article 6 The people's governments at the city (prefecture) and county level where the key forest areas in the autonomous region are located shall gradually establish and improve forestry management institutions and law enforcement agencies to ensure staffing and working funds.

The scope of key forest areas shall be designated by the people's government of the autonomous region. The personnel departments and supervisory organs of the people's governments at or above the county level shall take the implementation of the responsibility system as an important basis for the assessment, use, reward and punishment of cadres' performance. Chapter II Forest Protection Article 8 The people's government of the autonomous region shall delimit nature reserves and strengthen protection and management in typical forest ecological zones in different natural zones, forest areas where rare animals and plants grow and breed, and other natural forest areas with special protection value.

People's governments at or above the county level shall, according to the distribution of natural forest resources within their respective administrative areas, formulate natural forest protection plans, and delimit prohibited logging areas and restricted logging areas.

For areas that have not yet established nature reserves but have concentrated precious trees and plant resources with special value, the protection and management shall be strengthened with reference to the provisions of nature reserves. The list of precious trees shall be drawn up by the competent forestry department of the people's government of the autonomous region and submitted to the people's government of the autonomous region for approval and promulgation.

If the affiliation of forest, wetland, terrestrial wildlife nature reserve, state-owned forest farm, nursery, forest park and other forestry units needs to be changed or the forest land area needs to be changed, it shall be handled in accordance with the relevant provisions after being approved by the competent forestry department of the people's government of the autonomous region. Article 9 The establishment of a forest park shall draw up an overall plan, and the development of forest eco-tourism projects shall draw up a feasibility study report and implement protective measures.

The establishment of forest parks at the autonomous region level shall be approved by the competent forestry department of the people's government of the autonomous region; The establishment of national forest parks shall be implemented in accordance with relevant state regulations. Tenth the following forest germplasm resources, by the competent forestry authorities of the people's governments at or above the county level shall delimit the scope of protection, set up protection signs:

(1) Germplasm resources of rare and endangered tree species;

(two) excellent tree seed nursery, seed orchard, mother forest, seed collection base in the autonomous region;

(3) Superior trees and superior provenances;

(4) Forest germplasm resources collected in different places;

(five) other forest germplasm resources with special value. Eleventh except for special circumstances approved by the competent forestry authorities according to the examination and approval authority, no unit or individual may engage in the following activities:

(1) Requisition of forest land;

(2) Managing and processing timber in forest areas;

(3) Collecting trees (plant specimens) with special value;

(four) in the forest fire prevention period, the field with fire.

Cutting wood and grazing in young forest land and special-purpose forest are prohibited. Article 12 The forest fire prevention period is 1 15 in October to 3 1 in May of the following year, in which the forest fire prevention period is 12 to 15 in April of the following year.

During the martial law period of forest fire prevention, it is forbidden to use fire in the wild in forest areas. The people's governments at the city (prefecture) and county level where the key forest areas in the autonomous region are located shall organize relevant departments and local garrison to set up forest fire prevention headquarters to be responsible for forest fire prevention work within their respective administrative areas; In the forest area at the junction of administrative areas, a forest fire prevention joint defense organization shall also be established to be responsible for inspecting and supervising the forest fire prevention work in the joint defense area. Fourteenth any unit or individual that finds a forest fire shall immediately take effective measures and report to the relevant departments in a timely manner. Fifteenth people's governments at or above the county level shall, in accordance with the principle of "prevention first, comprehensive management", organize the implementation of forest pest control.

The responsibility system of "who manages and who governs" shall be implemented in forest pest control.

Units and individuals that find serious forest pests and rodents shall report to the local people's government or the competent forestry department in a timely manner. After receiving the report, the local people's government or the competent forestry department shall promptly organize the eradication and report it to the competent forestry department of the people's government of the autonomous region step by step.

With the approval of the people's government of the autonomous region, forest plant quarantine stations can be set up in areas where large-scale epidemics or dangerous forest diseases and insect pests occur to prevent, block and control the spread of epidemics.
