Regulations of Jiayuguan Municipality on the Protection of Black Mountain Rock Paintings

article 1 in order to strengthen the protection, management and rational utilization of the rock paintings in Montenegro, these regulations are formulated in accordance with the law of the people's Republic of China on the protection of cultural relics, the regulations on the protection of cultural relics in Gansu province and other relevant laws and regulations, combined with the actual situation of this municipality. Article 2 These Regulations shall apply to the protection, management, research and utilization of rock paintings in Montenegro. Article 3 The term "Montenegro Rock Paintings" as mentioned in these Regulations refers to the historical and cultural relics such as symbols, pictures and characters distributed in the protected area of Montenegro Rock Paintings in this Municipality, which were carved, ground, chiseled and painted on rocks by ancient humans and reflected the production and life of human beings at that time.

if it is found and confirmed as a rock painting outside the Heishan rock painting protection area in this city, it shall be implemented with reference to these regulations. Article 4 The scope of protection of rock paintings in Montenegro shall be determined according to the scope announced by the Gansu Provincial People's Government, and the construction control zone shall be determined according to the scope announced by the cultural relics administrative department of Gansu Province in conjunction with the provincial housing and urban-rural construction department. Article 5 The protection and utilization of rock paintings in Montenegro shall follow the principles of giving priority to protection, giving priority to rescue, scientific management and rational utilization, and maintain the authenticity and integrity of the dependent environment and cultural landscape of rock paintings in Montenegro. Article 6 The Municipal People's Government shall be responsible for the protection, management, research and utilization of the rock paintings in Montenegro in accordance with the requirements of the overall plan for the protection of the rock paintings in Montenegro.

the municipal administrative department of cultural relics is the competent department in charge of the protection and management of rock paintings in Montenegro, and is responsible for the supervision and management of the protection of rock paintings in Montenegro according to law. Encourage citizens, legal persons and other organizations to participate in the work of rock paintings in Montenegro according to law. Article 7 The municipal institution for the protection and management of rock paintings in Montenegro shall perform the following duties:

(2) Organize the implementation of the protection plan for rock paintings in Montenegro, and put forward scientific suggestions for the protection and utilization of rock paintings;

(3) To be responsible for the inheritance and protection of rock paintings in Montenegro, research on rock paintings diseases, academic research, exhibition and utilization, publicity and promotion, development of cultural and creative products, etc., and make full use of new technologies and materials to improve the level and efficiency of cultural relics protection;

(9) Establish the archives for the protection of rock paintings in Montenegro, and use advanced technology to realize the digitalization of the archives;

(1) After receiving the report that citizens, legal persons and other organizations have found rock paintings or suspected rock paintings outside the planning scope of rock paintings protection in Montenegro, they should immediately rush to the scene, take temporary protection measures, and notify the public security department to help protect the scene if necessary;

Article 8 The Municipal People's Government shall include the funds for the protection of rock paintings in Montenegro in the fiscal budget at the corresponding level, and make overall arrangements for the special funds for the protection, management, research and utilization of rock paintings in Montenegro.

Citizens, legal persons and other organizations are encouraged to provide donations and donations for the protection of rock paintings in Montenegro. Donations and donations shall be implemented according to the Measures for the Administration of Special Funds for the Protection of National Cultural Relics or in accordance with agreements with donors and donors. Article 1 Citizens, legal persons and other organizations have the obligation to protect Montenegro's rock paintings, and have the right to stop and report acts of damaging and destroying Montenegro's rock paintings. Citizens, legal persons and other organizations that have made outstanding contributions to the protection, research and development of cultural and creative products in Montenegro shall be commended and rewarded by the Municipal People's Government. Article 11 Rock paintings in Montenegro are non-renewable cultural relics, and the following acts are prohibited in essence:

(1) stealing, buying and selling, looting, privately dividing or illegally occupying rock paintings in Montenegro;

(2) scribbling, painting, damaging, prying, and deliberately trampling on the picture;

(3) doing any damage to the stone surface in the rock painting;

(4) demoulding, copying and rubbing without approval;

(5) other behaviors that damage the rock painting itself and the rocks and cliffs attached to it.
