II. Project Overview

The Jinan Xiaoqing River Comprehensive Management Project scope starts from Linjiaqiao in the west to Xianwen Road in the east, with a total length of 10.8Km. Comprehensive improvement includes river water conservancy projects, construction of hidden culverts for the South-to-North Water Diversion Project, reconstruction of municipal roads, bridges and pipelines, landscaping and greening, and surrounding comprehensive construction and development. The construction scope of the first phase of the project mainly includes bridges, river channel expansion, bank wall masonry, earthwork, silt excavation, earthwork backfilling, Binhe South Road, rainwater and sewage works, etc.

The bid section III river project is located in the section of the National Cotton No. 1 Factory (Wuliudao River Section). The river stake numbers are: K17 870 ~ K19 300. The river width is designed as 75m; the design flood control standard is once every 100 years. The main construction contents are: 385991m3 of general earth excavation, 382693.82m3 of discarded earthwork, 130134m3 of silt excavation, 9022m3 of C25 cantilevered retaining wall, 4604t of ribbed steel bars (HRB335, HRB400), and 26521m3 of retaining wall demolition. The total construction period is 170 days, and the planned completion date is June 30, 2008.

3. Dredging construction plan

1) Floating boat dredging construction method

According to the specific conditions of the Xiaoqing River, after construction investigation and demonstration of the dredging plan , our bid section has decided to use floating boat dredging, that is, the excavation machinery is placed on the floating boat, and the floating boat is used to carry out excavation and dredging construction on the water.

The construction sequence is in the direction of the river, from top to bottom. The specific construction steps are as follows:

1. Mechanical preparation: one pontoon of 10m×10m×1.5m (use four 5m×5m×1.5m pontoons are connected into one), one long-arm excavator and two ordinary excavators. First, put the pontoon into pieces into the river channel, connect them as a whole, and then fix them to the edge of the river bank. After the river bank wall is broken down, a straight ramp will be built to reach the pontoon. A long-arm excavator and an ordinary excavator will be used to board the pontoon along the ramp. When the excavator is loading the floating boat, a crane or excavator must be used to assist in ensuring the stability of the floating boat to avoid overturning due to force on one side of the floating boat.

2. River dredging shall be carried out in order from upstream to downstream, first in the center and then on both sides.

3. During the dredging construction of the floating boat, two excavators are parked at both ends of the floating boat. The ordinary excavator is used to fix the floating boat and assist the floating boat to move and walk during the dredging construction. The long-arm excavator is used for dredging. construction.

4. First, carry out silt excavation in the center of the river. The current width of the river in our bid section is between 35 meters and 50 meters. During construction, the excavator cannot dig the silt in the center of the river to the river embankment at one time. Therefore, the silt in the center of the river needs to be transported 2 to 3 times before it can be transported to both sides of the river. , and then the pontoon moves to the edge of the river and digs the silt directly to the river bank.

5. Due to the use of water dredging, the silt has a high water content, which can easily cause pollution to roads and surrounding environments during transportation. Therefore, the silt must be dried after being dug to the river bank before being transported.

6. Since the elevation of the river bank cannot be clearly detected during the dredging process, a set of boats and probe rods need to be prepared. After the dredging is completed in a certain area, the inspection personnel will immediately use the probe rods to detect the desilting. Depth of siltation to avoid missed excavation or areas with insufficient excavation depth.

2) Waste transportation and spoil site management

1. Silt transportation

The transportation of waste in section III will be strictly in accordance with the relevant regulations of Jinan City. According to relevant transportation regulations, vehicles with good performance, well-sealed compartments, and complete certificates must be selected, and vehicles must strictly follow the designated routes.

Ensure that the transportation vehicles are not overloaded and the upper parts of the carriages are covered with tarpaulins to prevent the scattering of debris during transportation from contaminating urban roads and the surrounding environment.

In order to prevent the dumping and dumping of waste during transportation, our bid section will adopt a two-way signing method between the excavation site and the spoil site during the construction process to resolutely put an end to the chaos of waste. To pour, to throw away.

In order to ensure that vehicle transportation does not cause pollution to the urban environment, cleaning personnel are arranged in the sections where the waste is transported to clean up the soil and mud scattered by the vehicles at any time, and special personnel are arranged to conduct inspections.

2. Spoil site management

The proposed spoil site is located in Poxi Village, Daqiao Town, Licheng District, Jinan City. The spoil site is a low-lying land with an area of ??approximately 250,000 square meters. The average spoil height is 2.2m. The spoil site** *Can accommodate 550,000 cubic meters of earth.

The driving route from the construction site to the spoil site is: Xiaoqinghe South Road → Xiaoqinghe North Road → Lishan Road → Second Ring Road North → Daqiao Road → Jinan Yellow River Bridge → 104 National Highway → 308 National Highway → Poxi Village Road → Dirt field.

Transportation distance: The total distance along the driving route from the midpoint of the bidding section to the spoil site is: 19.9 kilometers, passing through the Yellow River Bridge.

In order to cooperate with the management of the spoil site, an ordinary excavator is arranged at the spoil site to assist the transport vehicle in transporting soil, leveling the soil, etc. The height of the spoil shall strictly follow the planned height, and spoil beyond the area or height is prohibited.

IV. Safety and Quality Assurance Measures

1. Safety Measures

① The project department establishes a construction safety leadership group, with the project manager as the team leader, divided into leading organizations, Clarify personal responsibilities and improve the safety protection system.

② During operation, a dedicated person shall be assigned to give unified command and cooperate with each other. The mechanical on-site dispatcher shall provide unified command and cooperate with the mechanical operators. All construction and operating personnel must undergo safety training and are not allowed to work without a certificate. All operating personnel should be equipped with corresponding safety protection equipment and labor protection supplies. It is strictly prohibited for operators to operate in violation of regulations and managers to give instructions in violation of regulations.

③ Traffic red lights, traffic signs and full-time guidance personnel should be set up at the construction site to divert pedestrians and vehicles. Obvious placards will be set up at construction crossings, and dedicated personnel will be assigned to guard them to divert traffic.

④ All kinds of machinery must have dedicated personnel responsible for repair and maintenance, and frequent inspections of key parts of the machinery to prevent mechanical failures and mechanical injuries. Transport vehicles must obey commands, have complete signals, are not allowed to speed, slow down and sound the whistle when crossing intersections or encountering obstacles, and have complete brakes and good functions.

⑤ Set up full-time safety officers at the construction site to provide regular safety education to construction workers, improve safety awareness, and hold regular safety meetings once a week.

⑥ Inspect the floating boats and water machinery at any time, and arrange for special personnel to guard and direct the construction on the floating boats. If leakage or damage to the floating boats is found, the construction should be stopped immediately and the water working machinery should be evacuated until the danger is relieved. Construction can continue.

2. Quality assurance measures

① Before the construction of each process, the construction workers shall make technical, quality and written explanations to the relevant construction teams based on the construction drawings and construction plans. The contents of the explanations include : Operating methods, operating points and quality standards, etc.

② Strictly implement the self-inspection system, and inspectors will promptly inspect the completed work surface to avoid repeated construction.

③After the construction is completed and the self-inspection passes, the inspection and handover can be submitted to the supervision engineer and relevant superior departments.

5. Environmental protection and civilized construction measures

① Strictly implement the relevant regulations on "civilized construction" of relevant national ministries and commissions and local construction committees.

② Establish and improve a civilized construction organization and responsibility system, implement the project manager responsibility system and manager responsibility system for the entire construction process and all aspects, and strengthen civilized construction management.

③ The civilized construction team is responsible for sprinkling water and dust on the site and on the road to ensure that there is no dust and no puddles or mud on the road when vehicles pass by.
