Measures of Ningxia Hui Autonomous Region for the implementation of the Regulations on the Administration of Breeding Livestock and Poultry

Chapter I General Provisions Article 1 In order to strengthen the protection, cultivation, production and management of breeding livestock and poultry, improve the quality of breeding livestock and poultry, and promote the development of animal husbandry, these measures are formulated in accordance with the Regulations of the State Council Municipality on the Administration of Breeding Livestock and Poultry and in light of the actual situation of the autonomous region. Article 2 The term "breeding livestock and poultry" as mentioned in these Measures refers to the breeding of cattle, sheep, pigs, chickens, horses, donkeys, camels, deer, rabbits, dogs, snakes, foxes, ducks, geese, pigeons, ostriches, quails and other artificially propagated special economic animals and their eggs, semen, embryos and other genetic materials. Article 3 All units and individuals engaged in the protection, cultivation, production, management, management and utilization of livestock and poultry varieties (including strains and supporting strains, the same below) within the territory of this autonomous region must abide by these measures. Farmers (including farm workers) are not allowed to raise domestic animals and poultry for their own use. Fourth autonomous region animal husbandry administrative departments in charge of the region's livestock and poultry management; City, county (District) animal husbandry administrative departments in charge of the administrative area of livestock and poultry management. Article 5 The administrative department of animal husbandry in the autonomous region shall, according to the distribution of livestock and poultry variety resources, natural conditions, economic conditions and market demand, organize the formulation of the breeding system plan for improved livestock and poultry, which shall be organized and implemented by the administrative departments of animal husbandry at all levels. Article 6 People's governments at all levels shall support the survey, identification, protection, cultivation, popularization and utilization of livestock and poultry variety resources. Units or individuals that have made remarkable achievements in the protection, cultivation, scientific research and production of livestock and poultry varieties shall be commended and rewarded by the people's governments at or above the county level or the administrative departments of animal husbandry. Chapter II Protection of Livestock and Poultry Variety Resources Article 7 The animal husbandry administrative department of the people's government at or above the county level shall protect the livestock and poultry variety resources at different levels. The list of protection and specific measures shall be determined and published by the administrative department of animal husbandry of the autonomous region according to the national livestock and poultry breeding system planning and the actual situation of the autonomous region, and reported to the administrative department of animal husbandry of the State Council for the record. Article 8 The administrative department of animal husbandry of the autonomous region shall establish protected areas (fields) of livestock and poultry varieties, gene banks, measuring stations and dynamic monitoring systems in a planned way, and implement special protection for Ningxia Tan sheep, Zhongwei goat, Ningxia black pig and Guyuan red chicken. Article 9 It is forbidden to cross protected populations in protected areas (fields). Due to the need of breeding, it shall be approved by the administrative department of animal husbandry of the autonomous region before it can be carried out. Tenth the introduction of livestock and poultry varieties must conform to the planning of livestock and poultry breeding system. The introduction of livestock and poultry from abroad shall be applied by the livestock and poultry farm, approved by the administrative department of animal husbandry of the autonomous region and reported to the administrative department of animal husbandry of the State Council for approval.

The examination and approval of imported livestock and poultry and exported livestock and poultry shall be handled in accordance with the relevant provisions of the state. Eleventh where the new introduction of livestock and poultry breeds in the autonomous region, producers and operators must strengthen the experimental research before the epidemic quarantine and promotion; Where it is used to improve local varieties, it must apply to the administrative department of animal husbandry of the autonomous region for a pilot or regional test, and the test results can be promoted only after passing the examination. Chapter III Breeding and Approval of Livestock and Poultry Varieties Article 12 The administrative department of animal husbandry in the autonomous region shall set up the Approval Committee of Livestock and Poultry Varieties in Ningxia Hui Autonomous Region (hereinafter referred to as the Approval Committee), which shall be responsible for the approval of livestock and poultry varieties and new varieties in the autonomous region. The review committee is composed of relevant experts from animal husbandry administrative departments, animal husbandry technology promotion, scientific research, teaching and livestock and poultry breed production units. The identification and naming of the thirteenth local varieties of livestock and poultry in the autonomous region shall be approved by the administrative department of animal husbandry of the autonomous region after deliberation by the audit committee and reported to the administrative department of animal husbandry of the State Council for the record.

The identification and naming of livestock and poultry varieties across autonomous regions shall be examined and approved by the trial Committee and reported to the national livestock and poultry variety examination and approval Committee.

The varieties of livestock and poultry that have passed the examination and approval shall be issued by the examination and approval department, published and included in the national or local livestock and poultry variety records. Fourteenth new varieties of livestock and poultry examination and approval conditions:

(a) the main characters and characteristics of this variety are obvious, with excellent production performance and stable genetic characters, which are obviously different from other varieties;

(2) Through pilot and regional tests, the yield increase effect is obvious, and it has one or more outstanding excellent characters in quality, reproduction rate and disease resistance.

(three) the number of breeding varieties and the structure of livestock and poultry meet the requirements of varieties;

(four) the production performance index of the livestock and poultry variety testing institutions designated by the administrative department of animal husbandry in the autonomous region. The pilot test and regional test listed in item (2) of the preceding paragraph must be approved by the review committee and reported to the administrative department of animal husbandry of the autonomous region for approval. Fifteenth new varieties of livestock and poultry declaration procedures:

(1) The applicant shall submit a statement to the CRIC. The application materials include the application for submitted varieties, breeding technical reports, audio-visual images of submitted varieties, picture books and necessary physical objects;

(2) The CRIC shall decide whether to accept the application within 1 month from the date of receiving the application materials, and notify the applicant in writing;

(three) if the CRIC decides to accept it, it shall put forward its examination and approval opinions within 2 months after accepting it; The examination and approval shall be approved by the administrative department of animal husbandry in the autonomous region and reported to the administrative department of animal husbandry in the State Council for the record. Article 16 If the applicant disagrees with the examination and approval results, he may submit a review to the CRIC. The CRIC shall make a reply within 2 months from the date of receiving the application for review.
