The Department of Natural Resources of Hebei Province issued the Action Plan for Comprehensively Optimizing the Business Environment of Natural Resources (2023 -2025), focusing on four aspects and formulating 25 measures, striving to promote the optimization and improvement of the business environment of natural resources in the province through three years of efforts.

Vigorously reduce the examination and approval items and time limit. Further optimize the examination and approval items and links of construction land, cancel the three-level on-site verification system of law enforcement review, speed up the construction and application of the land and space use control and supervision system, effectively reduce the time limit and improve efficiency. Improve the quality and efficiency of mineral administration examination and approval, and reduce the review time limit of mineral resources exploration implementation plan, mineral resources development and utilization plan and mineral resources reserve report. Optimize the examination and approval of land surveying and mapping, and promote the decentralization of Grade B surveying and mapping qualifications to the municipal level.

Effectively improve the level of management services. We will build a brand of "integrating things and boarding" government services, expand and deepen the "internet plus", implement "one-line operation" of real estate registration, transaction and payment, realize "one thing and one operation", implement "integrated operation" of bank loans, "closed operation" of mortgage registration, and apply for "one-time processing". Carry out the year of fair and civilized law enforcement service for natural resources, improve the ability of law enforcement supervision and guarantee, constantly standardize law enforcement behavior, and establish a system of not investigating minor violations.

Accelerate the construction of the land space planning system, and strive to promote the overall planning of land space in cities and counties, the detailed planning of urban control, and the compilation of land space planning in towns and villages. We will improve the land factor guarantee system, actively strive for new construction land planning indicators, implement land security ledger management for key projects, open up a "green channel" for land use approval, and realize "one-stop guarantee" for key projects in the province. Simplify the examination and approval of important minerals in construction projects and support the use of land for key projects first. Actively ensure the use of the sea for key projects and establish a "project manager" mechanism.

Focus on promoting policy reform and innovation. Actively explore the diversified land supply mechanism for rural industrial development, solidly promote the pilot of rural collective construction land entering the market, and solve the problem of rural enterprise land use. We will comprehensively implement the reform of "handing over land and certificates" and "handing over houses and certificates". We will implement the reform of the "gazetteer system" and deepen the transfer of "standard land" for industrial land to ensure that enterprises can start construction as soon as they get the land. Deepen the policy of supporting the real economy, flexibly supply industrial land by means of long-term lease, lease first and then let, and reduce the cost of land acquisition for enterprises.
