Beijing Regulations on the Management of the Setting of Slogans and Publicity Materials
Article 1 In order to strengthen the installation and management of slogans and promotional materials in this city and maintain the cleanliness and beauty of the city's appearance and urban environment, these regulations are formulated in accordance with the "Beijing City Appearance and Environmental Sanitation Regulations". Article 2 Any public places such as roads, squares, stations, and street-facing buildings and structures in planned urban and suburban areas of this city, as well as development zones, science and technology parks, scenic spots, and other areas subject to urbanization management. If slogans and promotional materials are set up, these regulations shall apply. Article 3 The municipal administrative department of municipal administration shall be responsible for the management of the installation and management of slogans and publicity materials in this city. The district and county municipal administrative departments shall be responsible for the management of the installation and management of slogans and publicity materials within their respective administrative regions according to the division of labor.
Administrative departments such as transportation, public security, and planning should perform corresponding management work in accordance with their respective responsibilities and laws. Article 4 Slogan promotional materials shall not contain commercial advertising content. It is prohibited to change the nature of fixed publicity facilities for commercial advertising. Article 5 Fixed publicity facilities shall be set up uniformly according to the plan. The planning of fixed publicity facilities shall be included in the planning of outdoor advertising installations, and shall be compiled by the municipal administrative department in conjunction with the planning, transportation and other administrative departments.
Fixed publicity facilities include billboards, light boxes, electronic displays, etc. Article 6 It is prohibited to use transportation, lighting, electricity, communications, postal and other public facilities to set up slogans and promotional materials in the following areas:
(1) Tiananmen Square area;
(2) Zhongnanhai The area surrounding the office area starts from the intersection of Wenjin Street and Fuyou Street in the north, to the Chang'an Street section of Fuyou Street in the south, from the intersection of Wenjin Street and Fuyou Street in the west to the Beichang Street of Wenjin Street in the east, and from Wenjin Street in the north The area along the street from the intersection of Chang Street in the north to the Chang'an Street section of Nanchang Street in the south;
(3) Chang'an Street (i.e., the section from Jianguomen in the east to Fuxingmen in the west, the same below), the Second Ring Road, highway. Article 7 When setting up slogans and publicity materials, fixed publicity facilities shall be mainly used. If it is really necessary to hold an event, temporary slogans and promotional materials can be set up in the event venue and its surrounding areas using balloon banners, inflatable devices, promotional flags, display boards and other carriers; if there is no event venue, temporary slogans and promotional materials shall not be set up.
When setting up temporary slogans and promotional materials, the setting period shall not exceed the activity period; if the activity period is longer than one month, the setting period shall not exceed one month. Article 8 The installation of fixed publicity facilities shall be carried out in accordance with the "Beijing Technical Specifications for Outdoor Billboards".
The specifications, materials, forms, etc. of temporary slogan promotional materials shall comply with the prescribed installation standards. The specific setting standards shall be formulated and announced for implementation by the municipal administrative department. Article 9 The installation of slogans and promotional materials must be approved by the municipal administrative department. However, national political and diplomatic activities and activities of state agencies promoting and implementing laws and regulations are excluded. Article 10 When setting up slogans and publicity materials, the following conditions must be met:
(1) Meet the prescribed installation standards;
(2) Coordinate with the surrounding city appearance and environment;
(3) The content complies with laws, regulations, rules and social ethics;
(4) If the publicity activities organized shall be approved by the relevant departments according to law, they shall be approved;
(5) Other conditions stipulated in laws, regulations and rules. Article 11 Where slogans and promotional materials are set up in two or more districts or counties and slogans and promotional materials are set up in the following areas, the municipal administrative department shall be responsible for review and approval:
(1) ) Tiananmen Square area;
(2) Chang'an Street, ring roads, and expressways;
(3) Capital Airport, Beijing West Railway Station.
The approval for the installation of slogans and promotional materials other than those specified in the preceding paragraph shall be implemented by the district or county municipal administrative department in the place where they are installed. Article 12 Those who apply to set up slogans and promotional materials shall submit the following application materials:
(1) "Application Form for Setting up Slogans and Promotional Materials";
(2) Slogan and Promotional Materials Color renderings;
(3) Activity plan and approved publicity plan;
(4) Compliance with Article 10 (1), (4) and (5) of these regulations ).
After receiving the application, the municipal administrative department shall immediately accept the application if the application materials are complete and in the prescribed form; if the application materials are incomplete or do not conform to the prescribed form, the applicant shall be notified at one time of the need for supplementation and correction. All content. Article 13 The municipal administrative department shall make a decision on approval or disapproval within 15 working days from the date of acceptance. If the establishment is approved, the decision letter shall be sent to the applicant within 2 working days from the date of the approval decision; if the approval is not granted, the reasons shall be stated in writing.
The decision to approve the establishment shall be made public. Article 14 If the installation of slogans and publicity materials is approved after review, the approved party shall set them up according to the approved scope, location, quantity, specifications, content and period. Article 15 Where publicity facilities are set up, the safety, firmness and normal use of the facilities shall be ensured; where slogans and publicity materials are set up, the slogans and publicity materials shall be kept clean and beautiful, without damage or defects.
Slogans and promotional materials shall be removed in a timely manner after the expiration of the setting period or the end of festivals and activities. Article 16 Slogans and publicity materials shall not be used to engrave, scribble, spray, or otherwise affect the appearance of the city and environmental sanitation on buildings, structures, etc.; they shall not affect the use safety of public facilities such as transportation, lighting, electricity, and communications.
