Article 1 Temporary slogan publicity materials are set up in the form of balloons, banners, inflatable devices, posters, posters and other carriers on roads, squares, stations and other public places and buildings and structures facing the street within the administrative area of this Municipality, or in fixed publicity facilities such as billboards, light boxes and electronic display screens, they shall be set up in accordance with the provisions of this standard.

Article 2 Slogans and publicity materials shall not contain commercial advertisements. In any form, using slogans and publicity materials to introduce, explain or publicize the goods or services produced or sold by oneself or others shall be regarded as the publication of commercial advertisements.

Third fixed publicity facilities are mainly used to set up slogans and promotional materials. If it is really necessary to hold an event, temporary slogans and promotional materials can be set up in the event venue and its surrounding areas; If there is no activity place, temporary slogans and promotional materials shall not be set up.

Fixed publicity facilities refer to the facilities clearly stipulated in outdoor advertising planning for public welfare publicity. It shall be uniformly set up and managed by the Municipal Administration Committee and the district/county administrative departments, and make overall arrangements for the use of applicants.
