Measures for the Administration of Forbid Delivery Logistics

Legal analysis: In order to strengthen the safety management of postal industry, prevent prohibited articles from entering the delivery channel, properly dispose of prohibited articles entering the delivery channel, and maintain the safe and smooth delivery channel, the Regulations on the Administration of Prohibited Articles are formulated in accordance with the Postal Law of People's Republic of China (PRC), the Anti-Terrorism Law of People's Republic of China (PRC), the Measures for the Safety Supervision and Management of Postal Industry and other laws, administrative regulations and relevant regulations.

Legal basis: Regulations on the Administration of Prohibited Delivery of Articles

Article 1 These Provisions are formulated in accordance with the Postal Law of People's Republic of China (PRC), the Anti-Terrorism Law of People's Republic of China (PRC) and the Measures for the Safety Supervision and Administration of Postal Industry in order to strengthen the safety management of postal industry, prevent prohibited articles from entering the delivery channel, properly dispose of prohibited articles entering the delivery channel, maintain the safe and smooth delivery channel and promote the healthy development of postal industry.

Article 2 These Provisions shall apply to the activities of providing and using express delivery services in People's Republic of China (PRC) and their supervision and administration.

Where laws, administrative regulations and relevant departments of the State Council have other provisions on articles prohibited from entering or leaving the country, such provisions shall prevail.

Article 3 The prohibited items mentioned in these Provisions (hereinafter referred to as prohibited items) mainly include:

(a) all kinds of articles that endanger national security, disrupt social order and undermine social stability;

(two) explosive, flammable, corrosive, toxic, infectious, radioactive and other items that endanger the safety of delivery;

(3) Other articles prohibited by laws, administrative regulations and relevant departments of the State Council.
