Article 16 The units responsible for the management of city appearance and environmental sanitation areas are specifically divided as follows:

Article 17 The responsible unit shall sign a city appearance and environmental sanitation area management responsibility letter with the competent department. Article 18 Responsible units have the right to stop violations of city appearance and environmental sanitation management regulations in the responsible area; if they cannot be effectively stopped, they have the right to request the competent authorities to handle them in accordance with the law.

If the responsible unit fails to perform its responsibilities, the competent department shall order it to make corrections within a time limit; if it refuses to make corrections, it shall be fined not less than 3,000 yuan but not more than 10,000 yuan, or its superior department may be recommended to impose sanctions on the person directly responsible and the person in charge. . Article 19 Road management units shall be responsible for keeping urban road surfaces and ancillary facilities in good condition. Article 28 The exterior decoration and decoration of buildings facing the street shall be in harmony with the surrounding buildings and environment and shall not affect the appearance of the city.

Article 39 It is prohibited to encroach upon, damage urban green land or change its use without authorization.

It is prohibited to climb and pick the branches, leaves, flowers and fruits of public trees; it is prohibited to throw debris into urban green spaces; it is prohibited to trample on urban green spaces with prohibitive signs.

The establishment and design of waste treatment plants (sites) shall comply with environmental sanitation facility planning and relevant national technical standards. The review of the design plan shall involve the participation of the competent department.

The construction and renovation funds for urban environmental sanitation public facilities shall be coordinated and arranged by the municipal and district people's governments.

Article 68: Development of new urban areas, renovation of old cities, new residential areas, industrial areas, high-rise civil buildings, large and medium-sized bazaars, tourist attractions, entertainment markets, stations, docks, ports, and airports In such places, the construction unit shall, in accordance with the relevant urban environmental sanitation special plans and standards, construct supporting environmental sanitation facilities such as garbage classification collection stations, transfer stations, public toilets, sprinkler truck water filling points, and sanitation operation rooms.

Environmental sanitation facilities should be designed, constructed and put into use at the same time as the main project.

The competent department shall participate in the review and completion acceptance of environmental sanitation facility planning and design plans.

Environmental sanitation facilities that have passed the acceptance inspection shall not change their nature of use.

Anyone who violates the provisions of paragraphs 1, 2 and 4 shall be ordered to make corrections within a time limit and shall be fined not less than RMB 10,000 but not more than RMB 50,000.

Article 69 The management units of various environmental sanitation facilities shall repair or update obsolete and damaged facilities in a timely manner and keep them intact and clean.

Managers of toilets provided in various business premises and municipal public toilets shall keep the toilets clean and hygienic and the facilities intact.

Those who violate the provisions of the first paragraph shall be ordered to repair or update within a time limit; if they fail to repair or update within the time limit, they shall be fined not less than 2,000 yuan but not more than 5,000 yuan.

Article 70 It is prohibited for any unit or individual to occupy, damage, dismantle various environmental sanitation facilities or change their functions. If it is really necessary to demolish, the demolition unit shall be responsible for the construction after approval by the competent department and in accordance with the principle of construction first and demolition later.

Anyone who violates the provisions of the preceding paragraph shall be ordered to restore the original status or take other remedial measures, and shall be fined not less than 5,000 yuan but not more than 10,000 yuan.

Article 71 Municipal waste treatment plants (sites) shall delineate safety areas and set up safety signs in accordance with relevant national standards. The specific scope shall be determined by the municipal competent department in conjunction with the municipal planning and land department.

Article 72: If an urban garbage landfill reaches its landfill capacity, it shall be closed within a specified period and safety protection measures shall be taken to control pollution.

Anyone who violates the provisions of the preceding paragraph shall be ordered to take remedial measures and shall be fined not less than RMB 100,000 but not more than RMB 500,000.
