Article 1 In order to maintain a clean and tidy city appearance and environment, create a beautiful and civilized working and living environment, and stop posting, scribbling and portraying indiscriminately, these Provisions are formulated in accordance with the relevant provisions of the Regulations of the State Council Municipality on Advertising Management and the Regulations of Hefei Municipality on Urban Appearance and Environmental Sanitation Management, and combined with the actual situation of this Municipality. Article 2 These Provisions shall be implemented by the administrative department of city appearance and environmental sanitation of Hefei (hereinafter referred to as the municipal administrative department of city appearance). Article 3 Units and individuals in the urban areas and development zones of this Municipality shall consciously maintain the cleanliness of buildings, structures, trees and other facilities, and have the right to stop and report acts that damage their cleanliness. Article 4 Sporadic posters shall be posted in fixed public poster columns according to law.

Posting other publicity materials other than sporadic posters or graffiti slogans on buildings, structures and other facilities shall be implemented within the specified time and geographical scope after being approved by the municipal and district city appearance management departments, and shall be cleared upon expiration.

Except as provided in the first and second paragraphs of this article, posting, scribbling or portraying on buildings, structures, trees and other facilities is prohibited. Fifth city, district urban management departments and street (township) urban management institutions should strengthen the management of disorderly posting, scribbling and portraying.

Sub-district offices and property management companies should set up public welfare posters at appropriate locations in streets and residential areas to strengthen management.

In case of posting, scribbling or scribbling stains in the area of civil strife, the municipal, district urban management departments and street (township) urban management institutions shall trace the violator and deal with it according to law; If it is difficult to find the offender at the moment, it should be cleaned up. Article 6 All units shall keep the buildings, structures, trees and other facilities they manage and use clean and tidy, and have the right to require the perpetrator to dismantle them in time and compensate for the losses. If it is difficult to find the perpetrator for a while, they shall dismantle them first. Seventh in violation of the provisions of article fourth, by the city management department according to the provisions of article thirty-sixth of the Hefei city appearance and environmental sanitation management regulations shall be ordered to correct the illegal behavior, and may impose a warning or a fine of 50-00 yuan; It is illegal to set up and post advertisements that violate public security, medical management, industrial and commercial administration and other laws and regulations. , by the city management department in conjunction with the relevant administrative departments in accordance with the law. Article 8 If an actor who violates these provisions fails to clean up his disorderly posting, scribbling or scribbling stains, the municipal and district city management departments and street (township) city management agencies shall organize the cleaning on his behalf, and order him to pay the cleaning fee on his behalf.

The cost of cleaning on behalf of the company is 10 yuan for each post and graffiti, calculated according to the 20 yuan standard for each graffiti; However, if the demolition cost is obviously higher than the prescribed standard, it shall be calculated according to the actual cost.

If the relevant unit has organized the removal or removed it on its behalf, it may require the violator to pay the removal fee on its behalf according to the standards stipulated in the preceding paragraph. Article 9 For those who illegally post, scribble, depict and publish the number of communication tools, the municipal and district city appearance administrative departments may temporarily detain their communication tools and notify them to accept the treatment at the designated time and place.

During the suspension of the use of communication tools, if the parties accept the treatment, they will resume the use of communication tools. Tenth to suspend the use of communication tools, the district urban management department shall report to the municipal urban management department for examination and decision after investigation and evidence collection, and notify the relevant communication enterprises in writing to suspend the use of the communication tools.

The municipal communication management department shall supervise the relevant communication business enterprises to cooperate with the implementation of these Provisions. Eleventh the specific application of these Provisions shall be interpreted by the municipal urban management department.
