The Party and Mass Service Station in Fuxing Island Park is a renovation of the Egret, the fifth outstanding historical building in Shanghai. Founded in 1934, it was formerly known as the Pujun Bureau Foreign Crew Club. It was nationalized after the liberation of New China, but has not been opened to the outside world for various reasons. On June 27, 2021, Bailu made a gorgeous turn and became one of the Yangpu Binjiang Party and Mass Service Stations.

The outdoor environment adheres to the design concept of green, open and enjoyable, and adopts modern and simple design techniques to effectively organize garden design elements to form two garden spaces in the east and west. The east garden retains the old vines and original large trees, one high and one low, with the same pitch; new maples, azaleas and other plants are planted, and a combined flower border is set up so that the garden has flowers in all seasons. In general, the West Garden creates the charm of a modern oriental garden. It uses hollow walls, borrows the scenery of the park, and adopts modern techniques in the garden layout, which conforms to the artistic conception of traditional oriental gardens, allowing people to feel freedom in a limited space. The broad landscape spirit effectively echoes the "park city" concept of the Party and Mass Service Station.

The identity of Bailu has changed several times

It was established in 1930. It was originally a sports meeting of Pujun Bureau.

During the Anti-Japanese War, Songhu was occupied by the Japanese army. As the military engineering headquarters at that time, the entire island was renamed Showa Island.

After the victory of the Anti-Japanese War, the entire island was returned to the Pu Army Bureau for use. To celebrate the victory of the Anti-Japanese War and national rejuvenation, the island was named Fuxing Island, and the "Fuxing Island Recovery Monument" was built in the park to commemorate it.

After the liberation of Shanghai, the Port Authority took over the park and handed it over to the Public Works Bureau in February 1951. After some repairs, it was opened to the public on May 28.

On the eve of the liberation of Shanghai, the then factory director Ding Guitang led the Pujun workers to carry out the movement to protect ships, protect production, and welcome liberation. In February 1950, the Nanjing Pukou Wharf embankment was washed away by the roaring Yangtze River. Dinghai Bridge is the first tied arch bridge in the urban section of the Huangpu River. It was built for the development of Fuxing Island. In order to make the best use of this "excellent place", the former Shanghai Pujun Bureau invested 70,000 silver cars in its construction, which was completed and opened to traffic on December 31, 1927. In order to build this bridge, the Pujun Bureau hired many Chinese and foreign engineers to carefully select the site and adopted a universal and standardized design plan that was in line with international standards at the time. The span of this bridge is approximately 90 meters. There are 11 circular iron hanging columns on both sides of the arch, and the bottom elevation of the beam is 7.40 meters. The piers and bridge decks, embankments and bridge decks were built using techniques unique to the time. For example, the Dinghai Road Bridge, which has a history of nearly a century, is responsible for the transportation between Fuxing Island and inland urban areas. In 2011, the Dinghai Road Bridge was listed as a "registered immovable cultural relic in Yangpu District" and a "readable building" in Yangpu District.
