On July 12, 2008, Jiang Xiaoting, secretary of the Leshan Municipal Party Committee and director of the Standing Committee of the Municipal People's Congress, went deep into Qing Ji Town, Zhongjiang County, Deyang City to observe the disaster situation in Qing Ji Town on the spot and connect with the post-disaster reconstruction work. Jiang Fuyi, Deputy Secretary of the Municipal Party Committee and Acting Mayor, donated the first batch of 5 million yuan of counterpart support funds to Qing Ji Town on behalf of the Municipal Party Committee and the Municipal Government.

After learning that Qing Ji Town has completed the planning, site selection and land acquisition of new school buildings, Jiang Xiaoting said that he would do his best to assist Qing Ji Town in rebuilding primary and secondary school buildings. Later, Jiang Xiaoting and his party also visited the Qing Ji Town Government.

According to the arrangement of "no disaster area, light disaster area to help the hardest-hit areas, one city and one state to help a heavy township" by the provincial party committee and government, Leshan City provides counterpart support to Qing Ji Town, Zhongjiang County. The Municipal Party Committee and the Municipal Government attached great importance to this, and immediately set up the "Leading Group of Leshan City's Counterpart Support for Post-disaster Reconstruction in Qing Ji Town, Zhongjiang County, Deyang City", which quickly started the counterpart support work, specially studied the counterpart support work, and formulated the preliminary aid construction plan. For the post-disaster reconstruction of Qing Ji Town, Leshan City will give strong support in terms of manpower, material resources and financial resources based on the principle of people-oriented, seeking truth from facts and acting according to one's abilities. Leshan City will provide 65.438 billion yuan of funds and materials for the post-disaster reconstruction of Qing Ji Town, focusing on solving the difficulties and problems in education, health and infrastructure construction. In terms of educational assistance, we will help rebuild primary and secondary schools. Within three years, we will send five outstanding teachers to teach in Qing Ji town, and send outstanding teachers to Qing Ji town to train teachers once or twice a year. In terms of health assistance, a batch of medical equipment will be assisted, and 12 attending doctors will be sent to work in Qing Ji every year for three years, and 6-8 clinical medical personnel will be trained for Qing Ji free of charge every year; In terms of infrastructure construction, we will help build a town street and a 3 km rural road within three years; In terms of material assistance, we provided reconstruction materials worth 654.38 million yuan, and provided a post-disaster reconstruction and rescue vehicle for the Qing Ji Town Government. In radio and television aid construction, help rebuild rural radio so that farmers can listen to the radio in time; In terms of enterprise aid, actively guide Leshan enterprises to build mechanical brick factories in Qing Ji to ease the supply pressure of building materials for post-disaster reconstruction; Mobilize Leshan enterprises to recruit workers in Qing Ji Town to provide jobs for migrant workers in Qing Ji.
